Where the premises is open to the public after 23:00 hours on any day, all alcohol on display in the premises shall be covered and secured from customers who might otherwise attempt to select it for purchase.
A personal licence holder shall be on duty from 19:00 hours until 23:00 hours on Friday and Saturday evenings.
At least two members of staff will be on duty on the shop floor on Thursdays to Saturdays from 19.00 hours to closing time.
A telephone number will be displayed for residents to call in the event of any complaint.
The premises licence holder will display outside the premises, notices seeking to discourage groups of youths from loitering outside the premises.
There will be no deliveries accepted at the premises or vehicular removals of rubbish from the premises between 21.00 hours and 07.00 hours on the day following.
The premises shall operate in accordance with the "Challenge 25" scheme. This scheme operates on the basis that whilst alcohol may be sold to persons aged 18 years and over, anyone who appears under 25 years if age will be asked for ID. The only proof of age accepted in respect of the sale of alcohol shall be : a) a proof of age card bearing the PASS hologram; b) a passport,; or c) a photo driving licence.
Notices explaining the effect of the Challenge 25 scheme shall be displayed in a clear and prominent position at the entrance of the premises and inside at the premises sales counter area.
An incident book shall be kept at the premises in which shall be recorded forthwith the date, time and circumstances under which any challenge made in accordance with the "Challenge 25" scheme shall be recorded together with any other alcohol related incidents. This book shall be made available for inspection by Police Officers, Community Support Officers or authorised Council Officers on demand.
All staff whose responsibilities include the retail sale of alcohol shall receive training on induction and every 6 months thereafter on: (a) the prevention of underage sales of alcohol which shall include: (i) the operation of the "Challenge 25" scheme; (ii) types of acceptable ID; (iii) the method of recording challenges; and (iv) the likely consequence of making an underage sale. (b) refusing sales of alcohol to persons who appear to be drunk; (c) proxy sales; and (d) the operation of the CCTV equipment. Such training shall be recorded, a version of which must be kept in English, and these records shall, on request, be made available to any police or community support officer of authorised person immediately upon demand.
The CCTV system serving the premises shall: a. be maintained fully operational and in good working order at all times; b. make and retain clear images that include the points of sale of alcohol and facial images of the purchasers and sellers of the alcohol; c. show an accurate date and time that the recordings were made; d. all CCTV images/recordings shall be retained for a period of not less than 31 days and shall be made available for viewing by any Police, Community Support Officer or authorised Council Officers upon demand; e. an original, or a copy, of the CCTV images/recordings shall be provided upon demand to any Police, Community Support Officer or authorised Council Officers; f. copies shall be provided in a format that can be viewed on readily available equipment without the need for specialist software; g. no alcohol shall be sold if the CCTV equipment is inoperative for any reason; and h. serve the interior and exterior of the premises.
Notices shall be displayed in a clear and prominent position at the entrance of the premises and inside the premises warning that it is an offence to buy alcohol on behalf of anyone under the age of 18 years old.
