Annex 1 - Mandatory conditionsLA03, Section 19: Mandatory conditions where licence authorises supply of alcohol
(1) Where a premises licence authorises the supply of alcohol, the licence must include the following conditions.
(2) The first condition is that no supply of alcohol may be made under the premises licence:
(a) at a time when there is no designated premises supervisor in respect of the premises licence, or
(b) at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.
(3) The second condition is that every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Annex 2 - Conditions consistent with the operating schedule
General description of premises:
" This owner-operated convenience store is situated in a parade of shops in a residential area. Serving both the local community and passing trade, this convenience store occupies the ground floor of these premises and is laid out as shown on the attached plan. The ability to sell a modest selection of alcohol is needed to compliment the existing range of convenience items already sold from this shop.
General - all four licensing objectives:
" The premises licence holder will be the designated premises supervisor. He is very experienced in the trade, being the owner and operator of a licensed convenience store in Hertfordshire presently. He will be assisted by at least two part-time staff members, who will receive appropriate training.
" The operator will liaise with the participate in any police initiatives.
The prevention of crime and disorder:
" It will be noted from the annexed plan that there will be five CCTV cameras in operation. The system is digital and data will be kept for a month.
" A burglar alarm will be installed.
" Roller shutters will be installed at the rear of the shop.
" Internal security mirrors will be installed
" Proof of age cards/passports/photo driving licences to be required.
" Challenge 21 system to be used.
" A record of refusals (a refusals book) will be maintained on the premises.
Public safety:
" Appropriate fire precautions will be in place - see plan annexed.
" Emergency exit - see plan annexed
" First Aid box to be kept on premises.
The prevention of public nuisance:
" The staff will require that people are not allowed to congregate outside the store and will implement a dispersal policy.
" A rubbish bin will be placed outside the store.
The protection of children from harm:
" Proof of age cards/passports/photo driving licences required.
" Staff training to avoid under-age sales.
