Variation 21/11/05:
Late night refreshment:
Provision will take place indoors.
Details: Hot drinks, snacks and meals may be provided throughout opening hours, and particularly during the wind down period. The sale of alcohol will not be required to be ancillary to the service of food at any time.
Remove the following conditions:
Remove the embedded restrictions against access by children under 14 so that children under 16 may be permitted in the premises at any time when accompanied by an adult, against credit sales of alcohol and requring the service of alcohol to be ancillary to substantial refreshment after 23.00.
General - all 4 licensing objectives:
An existing traditional country pub and restaurant which is currently closed for extensive refurbishment and extension. The works have been approved by the magistrates under section 20 of the Licensing Act 1964 but the works will not be completed by 24 November 2005, so I understand consent will also be required under the Licensing Act 2003 by way of this application. The conversion of the Justices Licence and section 68 certificate is deemed approved and the hours are not amended by this application, except to removethe s68 requirement for service of alcohol after 23.00 to be ancillary to the service of food.
The scheme as shown on the attached plans will increase the emphasis on food service, without entertainments, but retaining a locals bar for those who do not want to eat. We will:
- enlarge the car park and impove outside areas provided for the consumption of food and drinks
- refurbish the existing bar and restaurant, turning the games room into a seating area, and extending the restaurant to the rear
- enlarge and refit kitchens, refit toilets and build new disabled toilets
- convert upstairs rooms to private dining rooms
Only background music is planned to be provided.
The plans and this application have been discussed with the neighbours.
The application also amends the licence to include provision of refreshment after 23.00 until closing time
No new risk to the four licenisng objectives have been identified to be likely to result from the use of the premises following the proposed works and from the proposed operation of the licence as varied by this application, except as below.

The garden will be closed at or before 23.00
No tables and chairs will be placed on the strip of garden between the car park extension and the eastern boundary of the site to avoid noise and overlooking affecting the adjacent houses
There will be no licensable music at the premises, indoors or outdoors. Exempt background music will be provided.
The protection of children from harm:
The restrictions set out in the Licensing Act 2003 will apply.
Photographic proof of age will be required of anyone seking to buy alcohol who appears to be under 20 years of age.
