The premises comprise a lock up shop on the ground floor with storage at the rear of the groubd floor and in the basement. there is rear ground floor access as well as access from the highway. Alcohol will be sold for consumption off the premises only.

The below steps were agreed by 28 Station Road, Harpenden in order to promote the licensing objectives.
CCTV is an excellent way of securing and preserving evidence. It is therefore vital that where it is installed it is recorded, preserved, evidenced and produced correctly.
1. The Premises Licence Holder and the Designated Premises Supervisor shall ensure that the premises are equipped with a digital closed circuit television system, compatible with the requirement of the Hertfordshire Constabulary. The recordings of which will be made to a digital hard drive and retained for a minimum of 31 days. The recordings of the CCTV will be made available to Hertfordshire Constabulary, Local Authority Licensing Officer or Trading Standards Officer, subject to the Data Protection Act. These recordings (including playback software) will be burnt to either a CDR or DVDR and be able to play instantly on a Personal Computer or a DVD player. No USB, Memory sticks, SD cards or similar will be used (these are not compatible with Hertfordshire Constabulary computer systems). There will be at least one staff member on duty at all times (when the premises is open) who is trained to use the CCTV system. Hertfordshire Constabulary and the Local Authority Licensing Officer will be notified (within 5 days) on any occasion when the premises CCTV system is inoperative.
The sale of alcohol to persons under the age is against the law, has a serious detrimental effect on the community and is totally unacceptable. It is a fact however that persons under the age of 18 years will attempt to buy alcohol from Licensed Premises. It is therefore important for Premises to keep a record of every time a person under the age of 18 years attempts to buy alcohol. This provides a record and indication of how many sales are refused at the premises. It is also important that these records are held at the premises and no where else.
2. The Premises Licence Holder shall keep a register / book of ‘sales of alcohol refused’. This register will be kept on the premises at all times and will be made available to Hertfordshire Constabulary (including Police Community Support Officers), Local Authority Licensing Officer and Trading Standards Officer upon request.
For premises which sell alcohol and other products which are age restricted the St Albans District Council and the Hertfordshire Constabulary strongly supports the 'Challenge 21' scheme. Traders are asked to seek proof of age (Driving Licence / Passport as per local Licensing Policy) from anybody who appears to be under the age of 21. The campaign aims to create a culture of expectation that in pubs, clubs, off licences etc that proof of age should either be offered or produced on demand and that this should be the norm as far as the sale of alcohol to young persons is concerned.
Asking for identification at an age limit that is higher than the legal age for sale of the product means that you are much more likely to avoid an illegal sale to someone who looks older than their true age.
3.The Premises Licence Holder or member of staff shall ensure that identification is provided by every person buying alcohol that appears to be under 21 years of age. The only acceptable forms of identification are a valid Passport or photo card-driving license, as per local licensing policy. No photocopies will be accepted.
A Personal Licence Holder is someone who has sat a relevant course and successfully passed a written examination based on the foundations of the Licensing Act 2003. This person will generally not have received a Police objection to their Personal Licence being granted. A Personal Licence Holder is authorised to sell alcohol and to authorise others. Hertfordshire Constabulary looks at the status of a Personal Licence Holder as a position of trust and a person to safely and responsibly sell alcohol in the community.
4. The Premises Licence Holder will ensure that there is a Personal Licence Holder on the premises between 19:00 hrs – closing on Thursday, Friday, Saturday and Sundays.
It is very important for all persons who sell alcohol to be sufficiently trained and authorised. This is the responsibility of the Premises Licence Holder / Designated Premises Supervisor.
5. The Premises Licence Holder / Designated Premises Supervisor will ensure that all staff are suitably and regularly trained and authorised to sell alcohol. Records of this training will be kept on the premises. These records will be made available to Hertfordshire Constabulary (including Police Community Support Officers), Local Authority Licensing Officer and Trading Standards Officer upon request.
