Licence conditions (12)

No sale of alcohol shall be permitted unless a personal licence holder is present in the retail part of the premises.
A CCTV system shall be installed at the premises and shall: (a) be maintained fully operational and in good working order at all times; (b) make and retain clear images that include the points of sale of alcohol, the facial images of the purchasers of the alcohol, the display of alcohol and the exterior of the premises frontage; (c) show an accurate date and time that the recordings were made; and (d) have one camera which will cover the frontage of the shop and be visible to a staff member on the monitor inside the shop.
All CCTV images/recordings shall be retained for a period of not less than 31 days and shall be made available for viewing by any police, community support or authorised Council officers upon demand.
An original, or a copy, of CCTV images/recordings shall be provided upon demand to any police, community support or authorised Council officers. Copies shall be provided in a format that can be viewed on readily available equipment without the need for specialist software.
No alcohol shall be sold if the CCTV equipment is inoperative for any reason.
The physical location of alcohol displays shall be in an area within sight of the counter area and will be shown on the plan attached to the premises licence, Spirits will be located behind the counter and spirit mixers will be located in the chiller adjacent to the till.
The premises shall maintain a clear window policy (above 1.5m - measured internally from the floor at the base of the window/door) so that the staff have an unobstructed view of any activity occurring in the street outside of the premises. The exceptions to this shall be the display of notices required either by law, or by a condition of this licence, to be in this location and the window measuring 1.25m in width that overlooks the till area.
The premises shall operate in accordance with the "Challenge 25" scheme. This scheme operates on the basis that, whilst alcohol may be sold to persons aged 18 years or over, any person who appears under 25 years of age shall be required to provide ID. Notices to this effect shall be displayed in a clear and prominent position at the premises and the only ID accepted in respect of the sale of alcohol shall be a: (a) proof of age card bearing the PASS hologram logo; (b) passport; (c) UK photo driving licence; or (d) Other ID with the prior written approval of the Licensing Authority
That a book, or other form of record, shall be kept in which the date, time and circumstances under which any challenge made in accordance with the "Challenge 25" scheme shall be recorded.
That the "challenge book", or other form of record, shall be made available for inspection by any police, community support or authorised Council officers upon demand
Signs shall be displayed in a clear and prominent position, both inside and outside of the premises, warning adults that it is an offence to buy alcohol on behalf of anyone under 18 years of age.
That all staff whose responsibilities include the retail sale of alcohol shall receive training on the day they commence their employment and every three months on the prevention of under age sales, which shall include: (a) operation of the "Challenge 25" scheme; (b) types of acceptable ID; and (c) method of recording challenges. Such training shall be recorded and these records shall, on request, be made available to any police, community support or authorised Council officers upon demand.
