We are a national retailer that sells alcohol as part of a broad offering of goods and services. We have held off-licence in our stores for many years and are an approved British Institute of Inn-Keeping examination centre. We have written training policies and formal training programmes are in place, which ensure our people are equipped to meet all licensing objectives. All training and revision/refresher materials are reviewed regularly. We have introduced our 'Think 25' policy to all of our stores in May 2009, this policy is brought to customer's attention through point of sale material at the checkout and wherever alcohol is displayed for sale. We take legal compliance very seriously and in addition to local training we employ a central alcohol licensing compliance manager and have a compliance committee.
The premises will have a digital CCTV system that covers many areas of the shop floor, including the proposed main area which will be used for beer and wine. Images, where retained, will be kept for a minimum of 31 days and made available to any enforcement authority on reasonable request. The system will be maintained and kept in good working order at all times. Copies will be supplied to the Police and Local Authority on reasonable demand and must be available to be viewed on Windows based systems. CCTV would also cover the immediate area surrounding the outside of the store and the premises public car park which is situated below the building.
At least one member of the Management Team will be on the premises all the time the store is open. A person will have responsibility for the premises whilst the premises are open.
At least two members of the security team will be present within the store throughout the time that the store is open to the public, save where there are exceptional and unforeseen circumstances.
The Designated Premises Supervisor will authorise all sales of alcohol by written consent.
The premises will have a minimum of two personal licence holders employed and based at the store throughout the time the store is open to the public, save where there are exceptional and unforeseen circumstances.
All staff will be trained and regularly refreshed in the corporate "Think 25" policy. Staff will be trained to look at the customer and "Think 25" when selling alcohol. The only acceptable forms of ID are photo driving licence, passport, national ID card or pass approved ID card. Should at any time the company policy alter, they will always operate the Hampshire Constabulary Challenge 21 Policy as a minimum standard.
A till prompt will appear on the initial sale of alcohol that will remind the seller of their responsibilities including not to sell alcohol to anyone under the age of 18.
The store will display signage around the premises informing both staff and customers of the "Think 25" policy on alcohol.
An adequate level of staff will be maintained at all times on a Risk Assessment basis and such staff levels will be disclosed, on reasonable request, to the Licensing Authority and the Police.
Where alcohol is sold to the public, the Premises Licence Holder will ensure the alcohol is not being sold in an open container to be consumed on the premises.

The assessment shall be reviewed and revisited whenever there is an issue or incident relevant to the assessment of the need for security. This can be done at a local level. Any changes to the overall assessment shall then be implemented.
