Where a premises licence authorises the sale of alcohol and the requirement for a designated premises supervisor has been disapplied, the licence must include the following conditions:
Every supply of alcohol under the premises licence must be made or authorised by the management committee.
General Conditions
In the Church building, alcohol will only be sold or supplied at events which are sponsored by the Church and only the Church will sell alcohol. Alcohol sales will not be permitted when the Church building is hired externally.
In the Church Hall, the sale or supply of alcohol by the Church will be permitted when the hall is hired externally, subject to the terms of the hire agreement.
For each event at which alcohol is sold or supplied by the Church, whether in the Church or the Church Hall, a nominated member of the Church Council (the Trustees of the charity) will be the Responsible Person for that event. The Responsible Person will take supervisory responsibility for the sale or supply of alcohol in accordance with this premises licence and the Hall Hire Agreement. Crime and Disorder
A refusals register will be kept and maintained. The register will be made available for inspection by the police, trading standards officer, or authorised officer of the Council.
The Responsible Person shall ensure that in order to avoid disturbing neighbours to the Hall and avoid violent or criminal behaviour, care shall be taken to avoid excessive consumption of alcohol.
Drunk and disorderly behaviour shall not be permitted either on the premises or in its immediate vicinity.
Alcohol shall not be served to any person suspected of being drunk or who is behaving in a violent or disorderly way shall be asked to leave the premises.
No illegal drugs may be brought onto the premises. Public Safety
The Responsible Person shall comply with the Hall’s Fire Risk Assessment, particularly in connection with any event which constitutes regulated entertainment, at which alcohol is sold or provided, or which is attended by children.
The Responsible Person acknowledges that they have received and understood the Risk Assessment including but not limited to the following: The action to be taken in the event of a fire, including calling the Fire Brigade and evacuation the Church and Church Hall. The location and use of fire equipment. Escape routes and the need to keep them clear. Method of operation of door fasteners. The location of fire doors.
In advance of an entertainment or play the Responsible Person shall check the following: That all fire doors are unlocked and panic bolts are in good working order. That all escape routes are free from obstruction and can be safely used. That fire doors are not wedged open. That exit signs are illuminated where appropriate That there are no obvious fire hazards on the premises. Prevention of Public Nuisance
The Responsible Person shall be responsible for leaving the premises and surrounding area in a clean and tidy condition, properly locked and secured unless directed otherwise and any contents temporarily removed from their usual positions properly replaced.
The Responsible Person shall ensure that the minimum of noise is made on arrival and departure. Protection of Children from Harm
Challenge 25 will be in operation.
A Challenge 25 poster will be displayed in close proximity to the alcohol serving area whenever an event at which alcohol is served is taking place.
The Responsible Person shall fully follow the terms of the SKC Church Safeguarding Policy in respect both of children and adults.
