The premises shall operate in accordance with the Challenge 25 scheme. This scheme operates on the basis that whilst alcohol may be sold to persons aged 18 years or over, anyone attempting to purchase alcohol who appear to be under the age of 25 years shall be required to produce a valid proof of age using an acceptable form of ID.
The only forms of ID that may be accepted in respect of the sale of alcohol shall be a: a. Proof of age card bearing the PASS hologram logo; b. Passport; c. UK photo driving licence; or d. Other form of ID as agreed by the Licensing Authority.
Notices advertising that the premise operates a "Challenge 25" scheme shall be displayed in a clear and prominent position at the premises entrance.
A Challenge book, or similar record, a version which must be kept in English, shall be kept at the premises in which must be recorded forthwith the date, time and circumstances under which any attempted purchase of alcohol by a young customer has been refused. This book or other form of record, must be made available for inspection by any police officer, community support officer, or authorised officer of the local authority upon demand.
Signs shall be displayed inside and outside the premises warning adults that it is an offence to buy alcohol on behalf of anyone under the age of 18 years.
The premises shall keep a clear window policy so that staff have a totally unobstructed view of any activity occurring in the street outside the premises. The only exceptions to this will be the display of notices required by Law, and those referred to in the conditions attached to this Licence.
The CCTV system serving the premises shall: a. be maintained fully operational and in good working order at all times, but in the event that the CCTV equipment is inoperative for any reason, no alcohol should be sold, b. make and retain clear images that include the points of sale of alcohol and facial images of the purchasers of the alcohol, c. show on CCTV recordings an accurate date and time that the recordings were made, d. be operated in such a way that all images shall be retained for a period of not less than 31 days. e. be operated in such a way that CCTV recordings shall be made available for viewing upon demand by any police officer, community support officer, or authorised officer of the local authority, f. be operated in such a way that the original, or a copy of CCTV recordings shall be made available upon demand by any police officer, community support officer, or authorised officer of the local authority, g. be operated in such a way that copies of CCTV recordings are provided in a format that can be viewed on readily available equipment without the need for specialist software.
All containers of alcohol sold shall be marked with a label identifying the premises, and accompanied by a receipt showing the name and address of the premises.
All staff whose responsibilities include the retail sale of alcohol shall receive regular training on the prevention of underage sales of alcohol which shall include: o operation of the Challenge 25 scheme o types of acceptable ID o method of recording challenges; o likely consequence of making an underage sale; o Proxy sales; and o the operation of the CCTV
10.Such training shall be recorded and these records shall, a version of which must be kept in English, shall on request, be made available to any Police Officer, Community Support Officer or authorised Council Officers upon demand.
All alcohol for display and sale at the premises shall be restricted to Eastern European products only.
