Licence conditions (25)
  1. The premises licence holder shall ensure that a CCTV recording system is in place and operating at all times when licensable activity is taking place.
  2. This must be of a standard acceptable to the local Police Licensing dept and shall operate at a minimum frame rate of six frames per second.
  3. There shall be sufficient cameras to cover the primary customer areas which shall include cameras covering the entrance, exit area, bar area, any external area used by customers.
  4. Recorded footage from the CCTV system must be retained for a minimum of 31 days.
  5. Footage must be made available in a format that can be viewed by the Police and must be given to them and other responsible authorities on request.
  6. There shall always be a staff member on duty that is able to competently operate the CCTV system and be able to provide footage when required by the Police or other responsible authorities.
  7. All equipment shall have a constant and accurate time and date generation and shall be working at all times when licensable activity is taking place.
  8. In the event of technical failure of the CCTV equipment the DPS, Premises Licence Holder or representative must report the failure to the local Police immediately.
  9. Training The premises licence holder shall ensure that a training package is in place in order for all staff involved with the sale or supply of alcohol to be sufficiently trained in licensing matters proportionate to their role and aware of their responsibilities.
  10. Particular attention should be paid to underage sales / ID verification and the refusal of alcohol sales to a drunk person.
  11. Records shall be kept of this training, dated and signed by the staff member and trainer.
  12. Refresher training shall be completed at least every 6 months which must be documented and be made available for inspection to Police and other responsible authorities.
  13. A written record shall be retained at each bar to show the staff that have been authorised to sell alcohol.
  14. This shall be made available to the Police and other responsible authorities on request.
  15. Refusal / incident log The premises licence holder shall ensure that a refusals log and incident log is maintained at the premises.
  16. All incidents and refusals of alcohol must be recorded.
  17. These records shall be retained for a minimum of 1 year and be made available to the Police and other responsible authorities upon request.
  18. Drugs The Premises Licence Holder or nominated person shall provide a written drugs policy detailing the actions to be undertaken to minimize the opportunity to use or supply illegal substances within the premises.
  19. Outside spaces The Premises Licence Holder, DPS or nominated person must ensure that drinks purchased or supplied from the premises are not consumed in the immediate vicinity outside the premises.
  20. Emergency exits and routes to be kept clear from obstruction.
  21. Notices detailing the procedure to be followed if an alarm sounds shall be prominently displayed.
  22. Regular litter collection and cleaning of outside areas.
  23. Customers will be asked to leave the premises quietly.
  24. ID - challenge 25 The premises licence holder shall implement a system to ensure that every individual who appears to be under 25 years of age seeking to purchase or be supplied with alcohol at or from the premises, shall produce acceptable means of identification and age confirmation.
  25. Acceptable identification shall be a passport, photo driving licence or PASS accredited photo ID . If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
