The premises licence holder will constantly assess the risks to the Licensing Objectives and will take immediate steps to minimise/eliminate that risk.
A direct telephone number for the manager at the premises shall be publicly available at all times the premises is open. This telephone number is to be made available to residents and businesses in the vicinity.
Comprehensive training shall be provided for staff in the main requirements of the Licensing Act 2003, the specific measures and conditions in place to promote the Licensing Objectives and the staff roles and responsibilities. Such records shall be available for inspection by the responsible authorities.
An incident log shall be kept at the premises, and made available on request to an authorised officer of the Council or the Police. It must be completed within 24 hours of the incident and will record the following: (a) all crimes reported to the venue (b) all ejections of patrons (c) any complaints received concerning crime and disorder (d) any incidents of disorder (e) all seizures of drugs or offensive weapons (f) any faults in the CCTV system (g) any visit by a relevant authority or emergency service
The sale of alcohol shall at all times be ancillary to and dependent upon a supply of food.
The front outside space as shown on the plans, shall not be used other than in accordance with a pavement licence issued by the local authority.
FOR DELIVERIES of Alcohol:
Deliveries shall only be made to pre-arranged postal addresses (not to open spaces)
A clear document trail shall be maintained of the order process from order, despatch from the licensed premises and delivery to the customer and available for inspection by an authorised officer
There shall be strict terms and conditions emphasising the right to and the duty to refuse alcohol sales or supplies where there are concerns over age, drunkenness or the vulnerability of customers, which shall be included in promotional material, on any website and through staff training.
When the delivery person is employed directly by the Premises Licence Holder, a register of staff details must be kept on the premises and must be made available for inspection by Local Authority officers and the Police.
Records of all alcohol sales including the customer's name and delivery address must be retained for 6 months and made available for inspection by Local Authority officers and the Police.
The prevention of crime and disorder
The licence holder shall install and maintain a comprehensive CCTV system as per the minimum requirements of Kent Police. All entry and exit points will be covered enabling frontal identification of every person entering in any light condition. The CCTV system shall as a minimum continually record whilst the premises are open for licensable activities and during all times when customers remain on the premises. All recordings shall be stored for a minimum period of 31 days with date and time stamping. Recordings shall be provided immediately upon the request of Police or authorised officer throughout the preceding 31 day period.
No less than one member of staff who is able to operate the CCTV system shall be on the premises at all times.
The premises licence holder shall appoint and use SIA trained door-staff at a time, level and number appropriate to the level of risk identified by the management of the business in consultation with the police and other authorities
Staff shall be trained on security issues including how to identify and refuse service to customers that are drunk or appear to be drunk.
Public safety
The approved arrangements at the premises, including means of escape provisions, emergency warning equipment, the electrical installation and mechanical equipment, shall at all material times be maintained in good condition and full working order.
