Where a premises licence authorises the sale of alcohol, the licence must include the following conditions:
The licence holder shall ensure all staff are trained in responsible alcohol retailing. This training can be done in house and the training records should be kept on the premises and must be made available for inspection by an authorised officer of the local authority or an authorised member of Suffolk Constabulary immediately upon request. This training must be updated every six months. Training will include How to verify age and recognise signs of underage drinking and attempts to purchase Conflict Management Drug Awareness Disorderly behaviour Basic first aid Food and hygiene safety Emergency evacuation procedures Safeguarding procedures and how to report concerns.
The premises licence holder will ensure that there is sufficient staffing levels to ensure compliance with licensing conditions. The prevention of crime and disorder
The premises licence holder shall install and maintain a comprehensive CCTV system. CCTV will cover all public areas where licensable activities take place, including entry and exit points. The CCTV system shall continually record whilst the premises is open for licensable activities and when customers remain on the premises. All recordings shall be stored for a minimum period of 30 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or an Authorised Officer. A staff member who is able to operate the system shall be on the premises at all times when the premises are open to the public. This staff member will be able to show recordings to Police or an Authorised Officer with minimum delay when requested and be able to download video onto a disc or memory stick, which can be played back on a computer or other digital retrieval system, within 24 hours of a request for download. The CCTV system will be regularly checked to ensure that it is functioning correctly.
The premises licence holder shall ensure that an incident log and refusals register will be maintained on the premises all entries are entered within the hour of taking place. Both registers will be made available for inspection by authorised officers from Suffolk Police and Local Authority.
The premises licence holder will ensure the premises has a zero tolerance policy toward drugs, violence and anti-social behavior will be actively deterred. Public Safety
The premises licence holder shall ensure that regular health and safety and fire risk assessments will be carried out and kept inline with current guidance.
The premises licence holder shall ensure that all emergency exits will be clearly marked, illuminated, and kept free from obstruction.
The premises licence holder shall ensure all firefighting equipment will be installed, tested, and maintained in accordance with current fire safety regulations.
The premises licence holder shall ensure that ooccupancy levels will be monitored and managed to prevent overcrowding and ensure safe evacuation when necessary. The prevention of public nuisance
The premises licence holder shall ensure that there is clear notices displayed at exits asking customers to leave the premises quietly and respect local residents.
The premise licence holder shall ensure that all windows and doors are kept closed when live music, DJs, or amplified entertainment is taking place, except for access and egress.
The premises licence holder shall ensure that the noise level from amplified sound will be controlled so it does not cause a nuisance to neighbouring properties.
The premises licence holder shall ensure that the use of external areas the beer garden and/or smoking area will be monitored and restricted after 10:00 PM to prevent disturbance.
The premises licence holder shall ensure that all deliveries and waste collection will be scheduled during daytime hours to minimise disruption to local residents. The protection of children from harm
The premises licence holder shall ensure that a Challenge 25 policy will be implemented requiring all customers who appear to be under the age of 25 to produce photographic identification in the form of a passport, driving licence or proof of age scheme (PASS) approved identification, before alcohol can be supplied or sold to them. All staff will be instructed, through training, that alcohol cannot be supplied or sold unless valid identification is produced. The premises licence holder shall ensure that notices are prominently displayed in the premises to advise patrons and staff that a ‘Challenge 25’ scheme operates in the premises.
The premises licence holder will ensure that all children at the premises will only be permitted in designated family-friendly areas.
The premises licence holder shall ensure that any age-restricted entertainment or gaming machines will be appropriately supervised, and access by underage persons will be prevented.
