I have considered the four licensing objectives carefully and have taken all the possible steps to comply with the requirements of Hertfordshire Constabulary, Local Authority and Trading Standards as follows.
1. The Post Office is equipped with a digital closed circuit television system.
I will ensure that the recordings of which will be made to a digital hard drive and retained for a minimum of 31 days. The recordings of the CCTV will be made available to Hertfordshire Constabulary, Local Authority Licensing Officer or Trading Standard Officer, subject to the Data Protection Act.
These recordings (Including play back software) will be burnt to a CDR and be able to play instantly on a personal computer.
1. I will ensure that there will be at least one staff member on duty at all times who is trained to use the CCTV system and Hertfordshire Constabulary and the Local Authority Licensing Officer will be notified on any occasion when the premises CCTV system is inoperative.
2. I will keep a register at the shop at all times to record 'sales of alcohol refused' for persons under the age of 18 years attempt to buy alcohol and I will make available of these records to Hertfordshire Constabulary, Local Authority Licensing Officer and Trading Standards Officer upon request.
3. I being the premises licence or any of my staff shall ensure that identification is provided by every person buying alcohol that appears to be under 21 years of age. Only valid passport or photo driving licence will be accepted for identification and not photo copies of these documents.
4. I will ensure that there is a personal licence holder on the premises at all times.
5. I will ensure especially on Thursday, Friday, Saturday and Sundays that before every sale of alcohol between 19:00-23:00 the purchaser will be reminded that they must not purchasing alcohol for the consumption of persons less than 18 years of age.
6. I will display at the premises a clear and visible signage at all time reminding customer that it is an offence to purchase alcohol for persons less than 18 years of age or persons who are drunk.
7. I will make sure that every container of alcohol sold from my shop will display a sticker with the premises name.
I will ensure that all my staff who sell alcohol are suitably and regularly trained and authorised to sell alcohol. A record of such training will be made available to Hertfordshire Constabulary (including police community Officer), Local Authority Licensing Officer and Trading Standards Officer upon request.
