Licence conditions (36)

Where a premises licence authorises the sale of alcohol and the requirement for a designated premises supervisor has been disapplied, the licence must include the following conditions:
Every supply of alcohol under the premises licence must be made or authorised by the management committee.
The premises licence will only permit the sale of alcohol at events run by or in conjunction with Brandeston Village Hall Committee. The sale of alcohol under these circumstances will be supervised by one or more members of the Village Hall Committee.
The supply and sale of alcohol will stop 30 minutes before licensable activities are due to end to allow a ‘drink up’ time.
The licensee will not permit any persons who hire the hall to sell alcohol unless they hold a Temporary Event Notice (TEN) The Hirer will be required to abide by the conditions of that TEN and by the conditions of the halls premise licence covering alcohol sales.
In the absence of a TEN persons who hire the hall will be able to supply alcohol free of charge. Persons attending such events will be allowed to bring their own alcohol.
The licensee will ensure the any persons hiring the hall for an event not run by or in conjunction with the Village Hall Committee and where alcoholic drinks are available to abide by the conditions set out in the conditions of Hire.
The Licensee will ensure that any persons hiring the hall will agree to accept the conditions of hire by requiring them to sign booking forms.
No exhibition, demonstration or performance of hypnotism as defined in Section 2(1a) and 5 of the Hypnotism Act 1952 shall be given by any person on the licensed premises except with the written consent of the licensing authority and in accordance with any conditions attached to such consent.
The Licensee shall ensure that Regulation 37 of the Cinematographic Safety Regulations 1955 is complied with on any occasion that the premises are used for cinematographic exhibitions. The Prevention of crime and disorder.
The licensee will ensure that no money is kept in the village hall and notices to that effect will be displayed outside the hall.
The licensee will ensure that any remaining alcohol after an event is stored in the secure locked cupboard provided for that purpose in the service area of the hall.
Disorderly conduct on the premises or the outside area will not be tolerated and any person behaving in a disorderly manner will be asked to leave immediately.
There will be no drink promotions such happy hour, or discount offers at any time.
The Licensee or his nominated representative shall to the best of his ability maintain and keep order and decent behavior on the licensed premises.
The Licensee shall not allow any lewd, obscene or indecent performance to take place on the licensed premises or allow any obscene poster, advertisement, film, photograph or program to be displayed or shown on any part of the premises. Public safety
The licensee will ensure that the following systems are maintained and inspected by a suitably qualified professional person in accordance with the appropriate British Standard at Intervals recommended in national guidance and will keep records of such inspections available for inspection by authorised officers on request. The Licensee will ensure that the Fire Brigade is called immediately in the event of any fire however slight, and details recorded in a Fire Log Book.
The Licensee will ensure that the outside lighting provided is working and is used during the hours of darkness when any form of licensable activity is taking place.
The Health and Safety Policy for the Village Hall is reviewed regularly, and an accident book is kept on the premises to record any accidents and the action taken.
The licensee will ensure that the emergency procedures for the hall are given to all regular user of the hall and to persons who hire the hall.
All parts of the licensed premises, including the fixtures and fittings therein, whether fixed or otherwise, shall be kept clean and maintained in good working order.
The Fire Alarm and emergency lighting systems shall be tested monthly by the licensee to ensure that they operate effectively.
The licensee shall maintain public liability insurance not less than £5 million per claim.
No vehicles shall be parked in such as way as to restrict the means of escape provided from the premises or prevent the safe access and egress of the emergency services.
An adequate properly equipped and maintained first aid kit shall be available at the premises at all times when the public are present. The Prevention of public nuisance
The volume of the amplification system shall be strictly controlled so that noise levels are non- intrusive at nearby residential properties.
The Windows to the function room used for the playing of music shall remain closed when musical entertainment is taking place.
Except for ingress and egress the external doors to the function room, shall be kept closed when musical entertainment is taking place.
In the event that additional ventilation is necessary to the function room a detailed scheme shall be submitted to the Environmental Protection section and only an approved scheme shall be fitted.
The premises will be regularly inspected to ensure the surrounds are clear of litter and all bins will be put out on the day of collection and replaced on the same day.
The licensee will ensure that signs are displayed to request people to leave the premises quietly. The Protection of Children from harm
PASS accredited proof of age cards, photo driving licence or passport will be required as proof of age from any person who appears to be under the age of 18 and who is seeking to purchase or consume alcohol on the premises.
The licensee will ensure that alcohol is not available at events run exclusively for children.
All children under 16 years of age must be supervised by a responsible adult.
Where films or plays indicate an age restriction that restriction will be adhered to at all times. The Village Hall will have a Safeguarding Policy which will kept on the premises reviewed regularly.
