Licence conditions (27)
  1. Where a premises licence authorises the sale of alcohol, the licence must include the following conditions:
  2. The premises licence holder shall ensure that all staff engaged in the sale of alcohol will be trained in Responsible Retailing to a minimum standard of BIIAB level 1 or equivalent within 4 weeks of commencing employment at the premises. This training can be administered in-house in accordance with the relevant criteria of this qualification. Training records shall be kept on the premises and produced to the Police/Local Authority on request. Training shall be reviewed every 6 months to ensure that staff are up to date with the latest legislation and their training records endorsed accordingly. Training will include conflict management and refusals protocol. The Prevention of Crime and Disorder
  3. The premises licence holder will ensure that an Incident log will be kept at the premises, recording all incidents and refusals of the sale of alcohol. It will be made available to an authorised officer of the Police or Council on request. It must be completed within 24 hours of the occurrence and must record: a) occurrence date and time, b) names of staff and persons involved (if known), c) details of all incidents, crimes reported, refusals of the sale of alcohol, ejections, or banning of customers, and d) any visits by relevant authorities or emergency services, and the purpose of the visit.
  4. The premises licence holder shall install and maintain a comprehensive CCTV system. CCTV will cover all public areas where licensable activities take place, including entry and exit points. The CCTV system shall continually record whilst the premises is open for licensable activities and when customers remain on the premises. All recordings shall be stored for a minimum period of 30 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or an Authorised Officer. A staff member who is able to operate the system shall be on the premises at all times when the premises are open to the public. This staff member will be able to show recordings to Police or an Authorised Officer with minimum delay when requested and be able to download video onto a disc or memory stick, which can be played back on a computer or other digital retrieval system, within 24 hours of a request for download. The CCTV system will be regularly checked to ensure that it is functioning correctly.
  5. The premises licence holder shall ensure an open relationship with local police will be maintained and any action advised will be implemented where necessary.
  6. The premises licence holder shall ensure that there is adequate numbers of trained staff will be provided when the premises is open to the public to ensure prevention of disorder. Public Safety
  7. The premises licence holder shall provide and maintain risk assessments covering fire safety, occupancy levels, trip hazards, crowd management and equipment safety.
  8. The premises licence holder shall monitor and control customer numbers to ensure safe occupancy levels are never exceeded.
  9. The premises licence holder shall maintain clear fire evacuation routes, lit signage, and conduct staff drills and training on emergency actions.
  10. The premises licence holder shall ensure a stocked first-aid kit is always available and that trained first-aiders are on duty when the premises is open to the public.
  11. The premises licence holder shall regularly inspect electrical installations, gas appliances, lighting, and all fixtures and fittings. Records will be maintained.
  12. The premises licence holder shall maintain good lighting in all areas, including entrances, exits, toilets, and outdoor spaces.
  13. The premises licence holder shall provide the Food and Safety Team with the name, address and contact details of the promoter/organiser of the event at least 90 days before the event.
  14. The premises licence holder shall supply the Food and Safety Team with an Event Management Plan applicable to the event at least 28 days before event.
  15. The premises licence holder shall ensure that any changes to the Event Management Plan that are made within 28 days of the event must be brought to the attention of the Food and Safety Team at East Suffolk Council.
  16. The premises licence holder shall ensure they supply the Food and Safety Team with health and safety risks assessments applicable to the event at least 28 days before event.
  17. The premises licence holder will ensure that all temporary structures will have current sign off certificates and a full drinking water safety plan will be in place.
  18. The premises licence holder shall ensure that the event organiser must ensure that all food outlets are registered with a local authority. The Prevention of Public Nuisance
  19. 1.The premises licence holder shall use noise limiters where appropriate, monitor sound levels, and ensure doors and windows remain closed during regulated entertainment.
  20. The premises licence holder shall manage external spaces by limiting late-night use and supervising smoking areas.
  21. The premises licence holder shall display clear and legible notices requesting patrons to respect nearby residents and leave the premises quietly.
  22. The premises licence holder shall arrange regular waste collection and ensure bottle disposal is done during reasonable hours to avoid noise nuisance.
  23. The premises licence holder shall encourage customers to use taxis and transport options discreetly to prevent congestion or disturbance.
  24. The premises licence holder shall undertake walk-rounds and external checks to identify and resolve any noise-related issues promptly. The protection of children from harm
  25. 1.The premises licence holder shall ensure that a Challenge 25 policy will be implemented requiring all customers who appear to be under the age of 25 to produce photographic identification in the form of a passport, driving licence or proof of age scheme (PASS) approved identification, before alcohol can be supplied or sold to them. All staff will be instructed, through training, that alcohol cannot be supplied or sold unless valid identification is produced. The premises licence holder shall ensure that notices are prominently displayed in the premises to advise patrons and staff that a ‘Challenge 25’ scheme operates in the premises.
  26. The premises licence holder shall ensure children are supervised by a responsible adult at all times when permitted on the premises.
  27. The premises licence holder shall limit access by children to areas where alcohol is primarily consumed or where the entertainment may be unsuitable.
