The Premises Licence Holder shall install and operate a CCTV system at the premises capable of providing coverage of all entry points and areas to which customers have access in any lighting conditions.
The CCTV system shall be maintained fully operational and in good working order at all times.
Such CCTV system shall continuously record whilst the premises is open to members of the public and shall be capable of providing clear images and frontal identification of customers.
All CCTV recordings shall be retained for a minimum of 28 days and shall be correctly date and time stamped; adequate data storage shall be available to facilitate this.
A member of staff shall always be present on the premises whilst they are open who is capable of operating the CCTV system and shall be able to facilitate viewing of CCTV footage immediately upon the request of the Police and Authorised Officer of the Licensing Authority.
CCTV recordings should be made available within 48 hours upon receipt of a request by the Police or Authorised Officer of the Licensing Authority and footage provided in a format that can be viewed on readily available equipment without the need for specialist software.
The premises licence holder shall perform regular maintenance as instructed by the manufacturer's guidelines as a minimum. All cameras shall be cleaned and the view from each camera shall be clear of obstructions and signage including seasonal displays.
The premises licence holder or designated premises supervisor shall perform a test of the CCTV every 14 days; this will include, but not be limited to, confirmation of playback of 28-day old footage. This test will be recorded in a log with the date and time of the test and the name of the staff member conducting the test.
In the event of failure or faults with the CCTV which compromise its ability a. to record clear usable images, b. to enable real time playback, or c. to provide footage in an easily downloadable format, licensable activity shall cease and the premises licence holder or the designated premises supervisor shall inform Bexley Police Licensing and the licensing section of Bexley Council as soon as the failure is discovered. Guidance may be sought as to whether licensable activity may resume. Licensable activity shall not resume unless permission to resume has been received in writing.
The original CCTV images shall be shown immediately upon demand to any police officer, community support officer or authorised person.
An Incident Record, whether kept in written or electronic form, shall be maintained at the premises and made available immediately on request to the Police or an authorised officer of the Licensing Authority. The Incident Record shall record: a. Any complaints received in connection with the licensable activity permitted at the premises. b. Any incidents of crime, disorder or nuisance at the premises. c. Any visit to the premises by a Responsible Authority in connection with the licensable activity permitted at the premises.
All alcohol on display shall be in full view of the cashier/staff on duty at all times and shall not be obscured by displays or shelving.
There shall be no self-service of spirits. All spirits shall be kept behind the counter and/or be displayed for sale under the counter.
All staff whose responsibilities include the retail sale of alcohol shall receive training on induction and every 6 months thereafter on a. the terms, conditions and restrictions of the Premises Licence; b. the prevention of unlawful sales of alcohol, and the likely consequence of making an unlawful sale, which shall include: i) the operation of the "Challenge 25" scheme; ii) types of acceptable ID; iii) the method of recording challenges; iv) refusing sales of alcohol to person
