The Challenge 25 scheme must be operated to ensure that any person who appears to be under the age of 25 shall provide documented proof that he/she is over 18 years of age. Proof of age shall only comprise a passport, photo card driving licence, an EU/EEA national ID card or similar document, an HM Forces warrant card, a card bearing the PASS hologram, or any electronic or biometric age verification technology approved by the licensing authority. The bars shall display prominent signage indicating at any point of sale and at the entrance to the premises that the Challenge 25 scheme is in operation. All staff authorised to sell alcohol shall be trained in:
Relevant age restrictions in respect of products
Preventing underage sales
Preventing proxy sales

Training must include evidence that the trainee has gained knowledge and understanding of the training, which may consist of a test or quiz, completed by the trainee. The licence holder or his representative shall conduct regular assessments of the noise coming from the entertainment at the event in Vulcans Park and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include the time and date of the checks, the person making them and the results including any remedial action.
Alcohol will only be provided within a contained ‘bar area’ during the course of the event. A strict challenge 25 policy will be in effect. The event will take place over 1 day reducing a lasting impact to areas of licensing objectives. The licence holder will submit an Event Management Plan to the Licensing Authority a minimum 20 weeks prior to the intended festival date. The plan will contain detailed proposals for the event to promote all the licensing objectives of public safety, prevention of crime and disorder, prevention of public nuisance and protection of children from harm. It must include a detailed site plan. The licence is limited to three events per calendar year. SIA Security will be employed throughout the event as well as an expected police presence. Marshals will be present throughout the event to report any potential breaches to on site Lead Marshal as well as local authorities. Marshals and SIA security will be on hand throughout the event as well as a Critical Control Point to manage the event with first aid and fire safety equipment on hand. Any emergency safety announcements will be made using PA system on stage. The event is a one day event which will take place in a contained environment and well cease no later that 19:00 reducing impact on surrounding area. There is a lost child point, which will be staffed by people who have undergone Enhanced DBS check alongside relevant safeguarding training.
