- All similar events to be held on this site under the auspices of this licence, shall require the written permission of the Council.
- Event organisers will be asked to provide information to the Council's Safety Advisory Group in the interests of Prevention of Nuisance, where it is deemed necessary by the Council.
- The approved information for the event, after a Safety Advisory Group meeting, will be given to the police licensing and local authority licensing departments and will become part of the licensing conditions for the event.
- Times of the event's licensable activities are to be agreed within the scope of the premises licence.
- Any breach of the Event Management Plan shall be seen as a breach of the premises licence.
- The premises licence shall authorise the licensable activities for one event, running for no more than 2 days, each calendar year.
- The Premises Licence Holder will ensure suitable engagement and participation with the Havant Safety Advisory Group (SAG) prior to each event, including attendance at a minimum of one meeting each year or as deemed necessary by the SAG Chair person.
- Starting from the second year the Premises Licence Holder shall submit an initial Event Management Plan (EMP) and an appropriate site plan to the Licensing Authority at least 60 days in advance of each event and a final version of the Event Management Plan to the Licensing Authority at least 30 days prior to the event.
- This will include but not be limited to:
- Event Management Structure, roles and responsibilities.
- Alcohol Management Plan.
- Traffic Management Plan.
- Security & Steward Management Plan.
- Noise Management Plan.
- Major Incident and Emergency Plan.
- Medical Provision Plan.
- Evacuation Plan.
- Counter Terrorism Plan.
- Food Safety Policy.
- Zero Tolerance Drugs Policy.
- Search Policy.
- Use of Glass Policy.
- Ejections Policy.
- Safeguarding Policy.
- Welfare Policy.
- Lost Child Policy.
- Vulnerable Adults Policy.

- The deadline for submission of the EMP may be altered in writing by the Local Authority following a written request from the Premises licence Holder.
- The arrangements (as detailed in the final Event Management Plan) for protecting public safety, preventing crime and disorder, protecting children and preventing public nuisance shall be fully implemented prior to and during the event.
- The event will be delivered in full accordance with the EMP submitted.
- A team of suitably qualified professionals will be employed to deliver the Operational Management of the event.
- Details of appointed contractors and appointed roles and responsibilities will be included in the EMP along with up to date contact details.
- A detailed programme of all licenced and operational timings and venues will be included as part of the EMP.
- Security staff shall be clearly identifiable as Security staff.
- Stewards shall wear high visibility tabards, or similar, to be clearly identifiable as stewards.
- The DPS and a minimum of one other Personal Licence Holder shall be present at the event site at all times licensable activity is taking place.
- The premises licence holder shall ensure that a training package is in place in order for all staff involved with the sale or supply of alcohol to be sufficiently trained in licensing matters proportionate to their role and aware of their Responsibilities.
- Particular attention should be paid to underage sales / ID verification and the refusal of alcohol sales to a drunk person.
- Records shall be kept of this training, dated and signed by the staff member and trainer.
- Refresher training shall be completed prior to each annual event with documented records made and to be available for inspection from Police and other responsible authorities.
- A written record shall be retained at each bar or concession to show the staff that have been authorised to sell alcohol.
- This shall be made available to the Police and other responsible authorities on request.
- The premises licence holder shall ensure that a refusals log and incident log is maintained at each bar or concession where alcohol is available for sale.
- These records shall be retained for a minimum of 1 year and be made available to the Police and other responsible authorities upon request.
- Any person deemed unfit due to drink or drugs at the event shall be asked to leave the event after organisers have considered that it is safe for them to leave the site.
- Guests attending this event will not be permitted to bring alcohol into the performance area on the event site.
- Appropriate measures will be in place to ensure this is prevented, such as searching on entry and confiscating alcohol at the entrance.
- The event site shall have a no glass policy. All drinks served from the bars and concessions shall be served in plastic or other, safe, non-glass receptacles.
- Glass bottles will be decanted into such receptacles.
- The sale or supply of alcohol shall only be from the fixed bar as shown on the plan with this licence.
- No alcoholic drink shall be priced below £1.50.
- A sign shall be placed at each bar encouraging persons to drink responsibly and to be aware that it is an offence to be drunk in charge of a child.
- SIA registered front line security staff will be employed for the duration of the event.
- A minimum of one security guard shall be present at each bar at all times that alcohol is being sold or supplied.
- Numbers and locations of SIA security personnel are to be included in the EMP.
- SIA security personnel will be deployed to key areas of the event site giving particular attention to areas where there is a potential risk of confrontation, conflict, crowds and where retail sales of alcohol are undertaken.
- A system of communication between the bars, security and event management will be in place such as a radio link.
- Every entry/exit point to the venue shall be manned by a security guard/marshal.
- Security guards shall ensure that bag searches are carried out as customers enter the event.
- Security guards shall ensure that any person appearing to be under the influence of alcohol or illegal drugs shall be refused entry.
- Customers shall not be permitted to bring their own alcohol onto the site.
- Security guards shall ensure that customers do not bring glass bottles in to any bar area on site.
- The security guards shall ensure that customers are allowed to bring their own bottles of water so long as they are sealed and unopened.
- Upon request by a responsible authority the holder of the premises licence or an agent on behalf of and under the authority of the licence holder shall provide precise information regarding the number of people present on the site at the given time during which licensable activities are taking place.
- In case of fire buckets of sand will be located around the venue.
- The emergency exit leads out to the 9th hole.
- A St Johns Ambulance Unit will be present at the festival and 4 members of St Johns ambulance.
- There shall be a written policy in place for any event covering noise management.
- This policy shall be agreed between the Event organisers, the Council Safety Advisory Group, Licence holder and Environmental Health Pollution in writing and this policy shall be implemented whilst any licensable activity is taking place, and will be included within the Event Management Plan.
- The premises licence holder shall ensure that a system is in place to ensure that every individual who appears to be under 25 years of age seeking to purchase or be supplied with alcohol at or from the premises, shall produce acceptable means of identification and age confirmation.
- Acceptable identification shall be a passport, photo driving licence or PASS accredited photo ID.
- If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
- Public facing signage of a suitable size and frequency detailing the Challenge 25 Policy must be displayed at all bars, concessions and all similar locations where alcohol is available for sale by retail.
- Any staff or volunteers on the event site with responsibility for the welfare of children on site shall be DBS checked (Disclosure and Barring Service) and their name, date and place of birth be made available to Hampshire Constabulary upon request.
- The EMP shall include a plan to deal with all such lost/found children.
- The Premises Licence Holder shall ensure that the Medical and Welfare units include staff who are trained and/or have experience of dealing with emergencies and issues that relate to children and young people.
