Licence conditions (48)

No person who is drunk or disorderly will be allowed access to or be allowed to remain on the premises.
The holder of the premises licence shall ensure that every individual who appears to be under 21 years of age seeking to purchase or be supplied with alcohol at or from the premises shall produce means of identification acceptable to the licensing authority - passport, photo driving licence or PASS accredited photo ID - proving that individual to be 18 years or older. If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
Any customer who behaves inappropriately will be barred from the premises and their stay at the hotel cancelled.
A written log shall be kept of all refusals including refusals to sell alcohol. The holder of the premises licence shall ensure that the refusals log is properly maintained and this shall involve, but is not limited to, nominating in writing a responsible person to check and sign it on a weekly basis. An incident book will be kept at the premises in which will be recorded all incidents of crime and disorder. This book will be reviewed by senior management in association with the Designated Premises Supervisor.
All staff shall be trained to challenge every individual who appears to be under 21 years of age and to refuse service where individuals cannot produce acceptable means of identification. Such training shall be provided not less than every three months, and written records shall be kept of all training and refresher training.
Any glasses into which drink is dispensed will be made from toughened shatterproof glass.
Soft drinks and tea/coffee will continue to be available until the premises close.
Music and dancing and the provision of substantial refreshment will continue to be a prominent feature of trading.
A free phone taxi service will be provided.
Customers shall be allowed to wait on the premises while they wait for a taxi to arrive.
The only persons who will be allowed to purchase intoxicating liquor beyond 2300 are residents, their bonafide guests, persons dining at the hotel or persons attending a bone fide function at the hotel.
Where there is no fire certificate or public entertainment licence then if necessary the capacity for the premises shall be agreed with the fire officer.
There shall be a suitable number of adequately trained staff to prevent overcrowding in parts of the premises, keep exit routes clear and to ensure the safe evacuation of people from the premises. In the event of an emergency such staff will have been issued with specific duties in the event of an emergency.
A Fire Evacuation Plan will be agreed with the Fire Authority.
All staff shall have received training on the safe evacuation of the premises in the event of an emergency and such training shall be repeated at three monthly intervals. A record of the training provided shall be kept at the premises for at least 12 months and will be made available to the fire service or Council.
Adequate arrangements will be made in the Fire Evacuation Plan to ensure the safe evacuation of any persons, including disabled persons, in the event of an emergency.
All fire escape routes and access to emergency vehicles shall be kept unobstructed and will be clearly identifiable.
All escape doors and escape routes will be checked before the premises open for trading to the public and a record of the check shall be maintained.
All fire exit doors shall be available and shall be capable of opening without the use of any key, card, code or similar means.
Fire doors will be self-closing and shall not be held open other than by devices approved by the fire service.
Edges to steps and stairways shall be maintained so as to be conspicuous.
Hangings, curtains and temporary decorations shall be maintained in a flame-retardant condition and shall not obstruct fire exits, fire safety signs or fire fighting equipment.
Any upholstered seating shall comply with current fire safety regulations.
Notices detailing the action to be taken in the event of fire or other emergency will be prominently displayed in the premises.
Fire alarm/fire evacuation/emergency lighting tests will be carried out at least monthly and a record maintained of those tests. Such records to be kept at the premises for at least 12 months and made available to the fire service and Council.
All fire fighting equipment will be maintained in good working order and shall be available for immediate use. Such equipment will be inspected annually by a competent person and records of those inspections must be kept at the premises for at least 12 months and made available for inspection by the fire service and Council.
All fabrics and furnishings will comply with the relevant British standard with regard to fire resistance.
At least one first-aider will be on duty and if there are more than one on duty their roles will be clearly defined.
All emergency lighting and fire safety signage will be maintained in good working order and will not be altered without the approval of the Fire Authority. The emergency lighting will be capable of lasting at full capacity for not less than 3 hours.
All electrical installations will be inspected by a competent person before the expiry of the current electrical certificate and the certificate issued will be the current standard form certificate issued by that competent person's professional body.
If any work is undertaken to the electrical installation it will be inspected, tested and certified by the competent person as soon as possible.
All electrical socket outlets provided for entertainers' portable equipment must be protected by a residual current device which is part of the fixed wiring, such RCDs to have a rated residual operating current not exceeding 30 milliamps and a maximum operating time of 30 milliseconds. The RCDs must be tested before the sockets are used for entertainers.
On occasions a hypnotist may perform at the premises and on such occasions a full risk assessment will be carried out prior to the performance and any action recommended shall be implemented. In any event there shall be no demonstration of hypnotism without the prior approval of the Licensing Authority having given due regard to the recommendations of the risk assessment.
Risk Assessments (including a fire risk assessment) will be carried out and following such Risk Assessment an Action Plan will be prepared and any additional action required will be implemented. This will be reviewed annually.
The holder of the premises' licence shall maintain suitable and sufficient sound attenuation throughout the whole building.
Doors and windows will be kept closed from 9.00pm where necessary except to allow access to and egress from the premises.
Noise or vibration from within the premises or from any plant machinery or equipment shall not emanate from the premises so as to cause a nuisance to any residential dwelling.
The only persons attending the premises for the licensable activities are residents, their bone fide guests and persons dining at the hotel or attending pre-arranged functions at the premises.
The current level of lighting outside the premises will continue for the additional hours of trading.
Reasonable steps will be taken to recognise the need of any local residents and to encourage customers to leave quietly.
The outdoor PA system consists of small, ground level speakers. All outdoor speakers will be angled into the "Village Green" and not projected towards any of the neighbours. A back drop will be installed at the small stage, to act as a noise buffer restricting any noise pollution to the closest neighbours.
No person under the age of 18 shall be admitted to any part of the premises other than accompanied by an adult and coming to the premises for a meal.
Any person who appears to be under the age of 21 will be required to produce proof of age before being allowed to purchase or consume alcohol.
Challenge 21 posters shall be displayed in prominent positions at the premises.
Licensing Sub-Committee on 19 September 2005 It was resolved that the application to vary a premises licence be granted subject to the following conditions:
That all exit doors be kept closed and monitored by staff in the bar and entertainment rooms and, if possible, be linked to the fire alarm system.
That mobile telephone numbers of duty managers be given to those residents who have raised objections and those in the immediate vicinity to enable them to contact those managers:
That the disposal of bottles be restricted to the hours of 0900 to 1900.
