Licence conditions (19)

* All staff members engaged, or to be engaged, in selling alcohol on the premises shall receive full training pertinent to the Licensing Act, specifically in regard to age-restricted sales, and the refusal of sales to persons believed to be under the influence of alcohol or drugs.
* Induction training will be completed, and fully documented, prior to the sale of alcohol by the staff member and refresher training given thereafter.
* All restricted sales training undertaken by staff members shall be fully documented and recorded.
* All training records shall be made available to Kent Police, Local Authority Licensing Officers and local Trading Standards service, upon request.
* A staff training manual will be readily available for staff for reference during working hours.
* Best Practice models will be adopted wherever possible.
* Staffing levels will be appropriate to the level of business activity. Special consideration will be given if hosting special events such as beer festivals when one-off risk assessments will be undertaken prior to, and monitored during, the event.
* The Designated Premises Supervisor will have day to day control and responsibility for running the premises.
Prevention of Crime and Disorder
* Staff will be trained in the prevention of crime and disorder and on-site training records maintained.
* Staffing levels will be maintained to ensure adequate security.
* The premises will operate a "Challenge 21" policy whereby any person attempting by buy alcohol who appears to be under 21 will be asked for photographic ID to prove their age. Signage advertising the "Challenge 21" policy will be displayed in prominent locations within the premises, including at the point of sale.
* The only form of ID that will be accepted are passports, driving licences with a photograph or Citizen card or valid proof of age cards bearing the "PASS" mark hologram.
* There will be a zero tolerance policy enforced on drugs, violence and disorderly conduct and any recorded incidents will result in the individuals concerned being permanently banned from the premises.
* Customers who appear to be intoxicated, fail the Challenge 21 policy, appear to be under the influence of drugs or act aggressively or violently will not be served and asked to leave. The premises shall at all times maintain and operate a sales refusals log and an incident log which shall be reviewed by the Designated Premises Supervisor at intervals of no less than four (4) weeks and feedback given to staff as relevant.
* The sales refusal log and incident log will be kept on the premises at all times and made available to the Authorised members of the Local Licensing Authority and/or the Police upon request.
* The need for CCTV to be installed and operated on the Premises will be subject to on-going Risk Assessment by the Premises management. Such Risk Assessment will be made available to both Kent Police and the Licensing Authority upon request. Should a need for the installation and operation of CCTV be identified by Kent Police as a means of promoting the Licensing Objectives as a consequence of incidents occurring on the premises, CCTV will be installed within one month of the Premises Licence being given written notice to this effect.
* Should CCTV be required, either as a result of the Premises management own Risk Assessment or following written notification of the requirement by Kent Police, such CCTV will be installed in accordance with Home Office Guidelines relating to UK Police Requirements for Digital CCTV system with CCTV images being retained for at least 30 days and except for mechanical breakdown beyond the control of the management, shall be made available upon request to the Police. Any breakdown or system failure will be notified to the police immediately and remedied as soon as practicable.
