General
Snug Bars Limited have operated these premises without incident since for a number of years.
Snug have recently submitted a minor variation to their existing premises licence to remove and replace a number of the conditions which attach to the premises licence. The conditions which attach to the current premises licence are replicated below.
The application for a new premises licence takes account of an extension to the licensed area of the existing premises.
The Prevention of Crime and Disorder
1) Door supervisors will be employed at the premises on Fridays, Saturdays and Sundays. The numbers and starting times of door supervisors will be assessed by way of risk assessment and cognisance will be taken of any police advice.
2) The Premises Licence Holder and the Designated Premises Supervisor shall ensure that the premises are equipped with a digital closed circuit television system in consultation with Hertfordshire Constabulary. All entry and exit points will be covered to enable frontal identification of every person entering the premises in any light condition. The CCTV system shall continually record whilst the premises is open for licensable activities and during times when customers remain on the premises. All recordings shall be stored for a minimum period of 31 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or authorised officer throughout the preceding 31 day period. A staff member from the premises who is knowledgeable with the operation of the CCTV system shall be on the premises at all times when the premises are open to the public. This staff member must be able to show a Police or authorised office recent data or footage with absolute minimum of delay when requested.
3) An incident log book shall be kept on the premises and made available on request to an authorised officer of the Council or Police which will record the following:-
a. Any incidents of disorder
b. Any seizures of drugs or offensive weapons
c. Any ejections of patrons
Public Safety
1) Empty glasses and bottles will be collected at regular intervals.
2) Customers will not be permitted to enter or leave the premises with open bottles or glasses.
3) A secure deposit box will be kept at the premises and the Police will be advised of any confiscated items which require safe disposal.
4) All escape routes from the premises will be kept clear and free from obstructions.
The Prevention of Public Nuisance
1) Litter will be cleared from the frontage of the premises.
2) Noise will not be audible at the boundary of the nearest noise sensitive premise.
3) Except for the purposes of access and egress, doors and windows will be kept closed at any time that regulated entertainment (except for low level background music) is taking place.
4) Notices will be displayed at the exits of the premises requesting that customers leaving the premises do so quietly and with consideration of local residents.
5) Staff shall monitor noise and ensure that it does not extend beyond the site boundary when the premises are providing regulated entertainment above background levels.
The Protection of Children from Harm
1) A proof of age scheme such as Challenge 21 will be operated at the premises where the only acceptable forms of identification are photographic identification cards such as a driving licence or passport.
2) Staff members will be subject to training regarding their responsibilities in relation to the sale of alcohol. The training will be documented and made available to a police or Licensing Officer upon request.
