  1. The prevention of crime and disorder
  2. 1. A CCTV system comprising of a multi camera system will be installed at the premises capable of the following:
  3. (a) The head unit (recorder) for storing the images will store such data on a hard drive, cloud or a similar quality medium (locally or accessible from a central location) (b) If the head unit (recorder) is kept on the premises it must be located in a secure cabinet or other secure area, preferably out of the sight and reach of the public. (c) A CD/DVD burner, USB type device or media storage database (i.e. Cloud) will also form part of the system to facilitate making copies of the footage (d) The quality of the images must be of a sufficiently high standard to allow identification of the subject matter (e) Cameras will cover key areas identified by the operator and Police. These will include clear headshots of persons entering the premises, any till areas and areas where alcohol are displayed for sale (f) Images must be retained for a minimum period of 31 days before overwriting (g) The images will be made available in reasonable time on demand by the Police and authorised officers of St Albans City and District council. (h) At all times when the premises are open there shall be at least one person who is capable of operating the CCTV system if required to do so by the Police or authorised officers of St Albans City and District council. (i) This system will be fully maintained at all times to ensure correct operation
  4. 2. A refusals / incidents register shall be maintained, whether electronic or hard copy, at the premises recording the following:
  5. (a) All known incidents of crime and disorder occurring at the premises with dates and times (b) Details of occasions when the emergency services are called to the premises (c) All refusals of alcohol sales and ejections from the premises.
  6. This register will be available for inspection by a police officer or other authorised officer of St Albans City and District council.
  7. The protection of children from harm
  8. 3. The premises shall operate a challenge 25 style policy. Anyone attempting to purchase alcohol who appears under the age of 25 years shall be required to produce valid photo ID (such as a photo card driving licence, passport or PASS accredited age verification card) to prove they are 18 years or older. Failure to produce acceptable ID shall result in a refusal of the sale. This refusal shall be documented in the refusals / incident log.
  9. 4. Notices advertising that the premises operates a "Challenge 25" scheme shall be displayed in a clear and prominent position at the premises entrance and bar area.
  10. 5. All staff involved in licensable activity shall receive training relating to age verification, the licensing objectives and laws relating to the sale of alcohol. This training shall be given at the start of employment (prior to carrying out any licensable activity) and be refreshed at least every 6 months. The training shall be documented and be made available for inspection at the request of police or authorised officer of St Albans City and District council.
  11. 6. The premises shall have a capacity of 500 people (not including staff). The licence holder shall ensure that the numbers are agreed prior to any event.
  12. 7. The Licence holder will ensure that they have a booking process that records the hirer, the proposed number of persons attending, the nature of the event (such as wedding, private party), a risk assessment on the need for security and where external performers are brought in their details.
  13. Public safety
  14. 8. SIA security staff must be present at ticketed events that include live/recorded music.
  15. 9. A search regime must be operated at ticketed events that include live/recorded music.
  16. 10. SAG must be notified by submitting an event notification form 6 weeks prior to any ticketed event taking place that includes live/recorded music, this must include a traffic management plan and a list of DJs/artists that will be performing at the event.
  17. 11. All parts of the premises and all fittings and apparatus therein, door fastenings and notices, Internal and external lighting, heating, electrical, sanitary accommodation and other installations, will be maintained at all times in good order and in a safe condition.
  18. 12. Smoke alarm to be installed and be checked regularly to ensure it is fully operational. Fire extinguishers (Foam and/or CO2) located within and outside the premises.
  19. 13. Plastic glasses will be used to serve drinks, and, bottles only given when they buy a full bottle. There may be occasions when glasses are used on occasions such as weddings but limit this as much as possible.
  20. The prevention of public nuisance
  21. 14. Custom will not be sought by means of personal solicitation outside or in the vicinity of the premises.
  22. 15. Staff will be trained to be vigilant in illegal drug use at the premises area by regularly checking toilets, outside areas
  23. 16. Staff will be well trained in asking customers to use premises in an orderly and respectful manner and prevent drinking alcohol outside the premises.
  24. 17. Prominent, clear and legible notices will be displayed on the premises requesting the public to respect the needs of the residents (nearby fishery) and to leave the premises area quietly.
  25. 18. Deliveries of goods necessary for the operation of the business will be carried out at such a time or in such a manner as to prevent nuisance and disturbance to any nearby neighbours.
  26. 19. The Licensee will ensure that staff who arrive early morning or depart late at night (ex. for unpacking, pricing newly delivered goods) when the business has ceased trading conduct themselves in such a manner to avoid causing disturbance to nearby neighbours.
  27. 20. Adequate waste receptacles for use by customers will be provided in the local vicinity. All rubbish bins and refuse will be kept away from public access
