Where a premises licence authorises the sale of alcohol, the licence must include the following conditions:
The premises licence holder shall ensure all staff are trained in responsible alcohol retailing. This training can be done in house and the training records should be kept on the premises and must be made available for inspection by an authorised officer of the local authority or an authorised member of Suffolk Constabulary immediately upon request. This training must be updated every six months. All staff will receive training so that they are aware of the premises licence and the requirements to meet the four licensing objectives with attention to: No selling of alcohol to underage people No drunk and disorderly behaviour in the premises area No violent and antisocial behaviour No harm to children The prevention of crime and disorder
The premises licence holder shall ensure they maintain a relationship with the Local Police from Suffolk Constabulary.
The premises licence holder shall install and maintain a comprehensive CCTV system. CCTV will cover all public areas where licensable activities take place, including entry and exit points. The CCTV system shall continually record whilst the premises is open for licensable activities and when customers remain on the premises. All recordings shall be stored for a minimum period of 30 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or an Authorised Officer. A staff member who is able to operate the system shall be on the premises at all times when the premises are open to the public. This staff member will be able to show recordings to Police or an Authorised Officer with minimum delay when requested and be able to download video onto a disc or memory stick, which can be played back on a computer or other digital retrieval system, within 24 hours of a request for download. The CCTV system will be regularly checked to ensure that it is functioning correctly.
The premises licence holder shall ensure that a refusals register will be maintained at the premises to record all refused sales. The entry for each refused sale will be entered into the register within one hour of the refusal taking place and will show the date, time and the description of the refused person and must show the details of the person refusing the sale. Each entry will be kept in the register for a minimum of 12 months and must be made available for inspection by an authorised officer of the local authority or an authorised member of Suffolk Constabulary immediately upon request.
The premises licence holder shall ensure that an incident log will be maintained at the premises to record all incidents. The entry for each incident will be entered into the register within one hour of the incident taking place and will show the date, time and a description of the incident. Each entry will be kept in the register for a minimum of 12 months and must be made available for inspection by an authorised officer of the local authority or an authorised member of Suffolk Constabulary immediately upon request. Public safety
The premises licence holder will ensure that all cooking or hazardous equipment is separated from the public area.
The premises licence holder shall ensure that the premises will be well lit and maintained to ensure the safety of staff and members of the public.
The premises licence holder shall ensure that all premises public areas are clean and maintained to ensure safety of all members of the public visiting the premises.
The premises licence holder shall ensure that the firefighting equipment at the premises is regularly checked in line with current guidance. The prevention of public nuisance
The premises licence holder shall ensure that the shop and all its staff limit to the best of their ability any public nuisance concerns disbursing any large groups of persons outside the premises.
The premises licence holder shall display signage at the entry and exit doors advising customers to respect residents, leave quietly, not to loiter outside the premises or in the vicinity and to dispose of litter accordingly. Protection of children from harm,
The premises licence holder will ensure a Challenge 25 policy will be implemented requiring all customers who appear to be under the age of 25 to produce photographic identification in the form of a passport, driving licence or proof of age scheme (PASS) approved identification, before alcohol can be supplied or sold to them. All staff will be instructed, through training, that alcohol cannot be supplied or sold unless valid identification is produced. The premises licence holder shall ensure that notices are prominently displayed in the premises to advise patrons and staff that a ‘Challenge 25’ scheme operates in the premises.
