General Conditions JUSTICE ON-LICENCE - Licensing Act 1964, S 59, 60 and 63
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours means: () On weekdays, other than Christmas Day, Good Friday or New Year’s Eve, 11 a.m. to 11 p.m. () On Sundays, other than Christmas Day or New Year’s Eve, 12 noon to 10.30 p.m. () On Good Friday, 12 noon to 10.30 p.m. () On Christmas Day, 12 noon to 3 p.m. and 7 p.m. to 10.30 p.m. () On New Year’s Eve, except on a Sunday, 11 a.m. to 11 p.m. () On New Year’s Eve on a Sunday, 12 noon to 10.30 p.m. () On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or, if there are no permitted hours on the following day, midnight on 31 December).
The above restrictions do not prohibit: () the consumption of alcohol on the premises during the first 20 minutes after the above hours; () the taking of the alcohol from the premises (unless the alcohol is supplied or taken in an open vessel) during the first 20 minutes after the above hours; () the consumption of the alcohol on the premises by persons taking meals there during the first 30 minutes after the above hours, if the alcohol was supplied for consumption ancillary to those meals; () the consumption of the alcohol on the premises by, or, the taking, sale or supply of alcohol to any person residing in the licensed premises; () the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered; () the sale of alcohol to a trader or club for the purposes of the trade or club; () The sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces; () the taking of alcohol from the premises by a person residing there; or () the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or (j) the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of liquor so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises. No person under fourteen shall be in the bar of the licensed premises during the permitted hours unless one of the following applies: a. He is the child of the holder of the premises licence. b. He resides in the premises, but is not employed there. c. He is in the bar solely for the purpose of passing to or from some part of the premises which is not a bar and to or from which there is no other convenient means of access or egress. d. The bar is in premises constructed, fitted and intended to be used bona fide for any purpose to which the holding of the licence is ancillary. e. i. He is in an area shown on the plan attached to the licence. ii. Meals and non-alcoholic beverages are available for sale for consumption in that area. iii. He is in the company of a person aged 18 or over. iv. He is there: I) prior to 9 p.m. or ii) between 9 p.m. and 9.30 p.m. where he or the said person is consuming a meal purchased before 9 p.m. In this condition “bar” includes any place exclusively or mainly used for the consumption of intoxicating liquor. But an area is not a bar when it is usual for it to be, and it is, set apart for the service of table meals and alcohol is only sold or supplied to persons as ancillary to their table meals. The Licensee will ensure that no customers are admitted to the premises after 23:30 hours.
The Licensee will ensure that no off sales of alcohol in open containers take place at the premises. The Prevention of Crime & Disorder
The Licensee will ensure that CCTV cameras operate inside and outside the premises, and that these are maintained in working order with recordings retained for an appropriate period of time and for these recordings to be made available to the Police or Licensing Authority on request.
The Licensee will display appropriate crime prevention notices if asked to do so by the Police.
The Licensee will ensure that plastic containers and toughened glass are used at the premises during carnival week and at other times as advised by the Police.

The Licensee will ensure that an adequate and appropriate supply of first aid equipment and materials are available on the premises. Additionally one suitably trained first-aider will be on duty when the public are present; and if more than one suitable trained first-aider is on duty when the public are present their respective duties will be clearly defined.
The Licensee will ensure that the local Fire Control Centre is notified as soon as possible if the water supply to any hydrant, hose reel, sprinkler, drencher or other fire extinguishing installation is cut off or restricted at the premises.
The Licensee will ensure that access for emergency vehicles at the premises is kept clear and free from obstruction.
The Licensee will ensure that if any of the systems listed below operate in the premises they must be maintained and inspected by suitably qualified professional persons in accordance with any British Standards and at intervals recommended in national guidance. The Licensee will ensure that noxious smells from the licensed premises are not permitted so as to cause a nuisance to nearby properties and the premises are properly vented.
The Licensee will ensure that flashing or particularly bright lights on or outside the licensed premises do not cause a nuisance to nearby properties.
The Licensee will ensure that noise or vibration does not emanate from the premises so as to cause a nuisance to nearby properties.
The Licensee will install a noise limiting device of a design, performance and specification to be approved by the Council and to be set at a level approved by the Council covering all range and types of noise.
The Licensee will ensure that:  All doors and windows to the premises shall be kept closed after 22:00 hours, other than for access and egress, when there are performances of live music indoors and there is the playing of recorded music indoors, other than in the form of background music.  The volume of any amplification system used in connection with the amplification of speech, the performance of live music indoors and the playing of recorded music indoors, other than in the form of background music, shall be such that it is non-intrusive at the boundaries of nearby residential properties.  There shall be no use of the outside seating areas detailed on the 1:100 scale lower level and upper level floor plans attached to the application after 23:00 hours.  The performance of live music indoors and the playing of recorded music indoors, other than in the form of background music, shall be restricted to no more than 25 occasions in any one calendar year.
