  1. CCTV shall be installed on the premises and fully maintained, showing correct date and time information. CCTV to cover internal public areas within the perimeter of the premises licence and the patio area. The CCTV shall provide clear images of people entering and exiting the premises. There must always be a minimum of one member of staff during licensable hours, trained to use the CCTV and make copies available at the immediate request of Police or other authorised licensing authority. All CCTV footage to be retained for a minimum of 31 days
  2. A Personal Licence holder shall be on duty for planned events in area A and B
  3. No beverages shall be available in glass vessels as part of any off sales
  4. No beverages shall be available in glass vessels (other than bottles of wine and prosecco over 75cl) at any event in Area A
  5. Staff training shall be delivered on appointment and every 6 months, staff training records shall be maintained to state topics covered. Training shall cover: b. The requirement for ID as part of age verification c. Dealing with an intoxicated person d. Dealing with disorderly incidents/disorderly persons e. Dealing with drug related activity on a licenced premises f. Recording of any refusal to sell alcohol g. Recording of incidents h. Reporting of incidents to police and information to be shared with police to promote licensing objectives i. All training records will be available to an authorised officer on request
  6. An incident log shall be maintained on the premises, which documents the date and time of any incidents involving the premises, which could undermine the licensing objectives. This shall be completed within 24 hours of the incident, be available upon request of an authorised officer and will record the following: a. All crimes reported at the venue b. All ejections of patrons c. Any complaints received concerning crime and disorder d. All drugs seized and found e. Any incidents of disorder f. Any faults in the CCTV system, including actions taken to remedy g. Persons banned from the premises
  7. There shall be a record of any refused sale of alcohol. The refusal register shall be inspected on a regular basis (at least weekly) by the DPS and endorsed by the DPS accordingly
  8. The premises licence holder shall ensure that a 'challenge 25' policy is adopted on the premises at all times. Signage of the 'challenge 25' policy shall be prominently displayed on the premises. Acceptable identification accepted by the premises licence holder, DPS, or other authorised staff members shall be a passport, photo driving licence or PASS accredited identity card
  9. Notices shall be prominently displayed at the exit requesting patrons to respect the needs of local residents and leave the area quietly
  10. A clear legible notice shall be placed at entry and exit points indicating the licensable activities and start and finish times
  11. Clear legible signage shall show areas such as: First aid, lost child points, emergency access and toilet facilities
  12. Noise management for events shall be carried out in accordance with the Code of Practice on Environmental Noise Control at Concerts (Pop code)
  13. Qualified sound engineer shall supply and operate all PA equipment for the duration of events of more than 250 persons, and shall monitor sound levels near residential areas
  14. Licence holder shall monitor noise levels at small scale events with under 250 persons
  15. Areas involving regulated entertainment shall be situated away from neighbouring properties
  16. Speakers shall be directed as such that sound travels away from neighbouring properties and onto open land
  17. All neighbouring properties shall be notified by hand delivered letter of large scale events (over 250 persons) at least 8 weeks in advance, with contact phone numbers enclosed for any queries either before or during the event
  18. All outdoor music shall cease at 22:00 any day
  19. Provision of recorded music shall be incidental to any live music event
  20. Live amplified music events held in Area A shall consist of a maximum of three events per annum not exceeding an attendance of 2500 persons at any one event
  21. Neighbouring residents shall be notified at least 8 weeks prior to an event
  22. Outdoor supply of alcohol shall cease at 21:00 on any day
  23. Gambling machines in the Pavilion shall be switched off during non-member events covered by this Premises Licence
  24. A minimum of 2 SIA approved security personnel shall be employed for events between 251-500 persons, with numbers increasing as per recommendations by the contractor, and/or the Police
  25. A designated 'lost persons' area shall be incorporated within the pavilion. This shall be manned at all times by at least two DBS checked persons
  26. 'Lost persons' area shall be covered by CCTV
  27. SIA security team shall be in contact with lost persons point at all times
  28. A lost child shall be asked to describe as much detail as possible as to the description of their parents/carers and this shall be recorded on a form
  29. Parents/Carers identification shall be checked before handing over a lost child Event Safety and Operational Plan
  30. The holder of the Premises licence, or an agent acting on behalf of and under the authority of the licence holder shall produce an event safety and operational plan for events of over 250 persons
  31. An event management plan and event application shall be submitted to the Licensing authority at least 12 weeks prior to the event
  32. The event safety and operational plan shall, amongst other matters, address the methods by which the licence holder proposes to manage the following matters in accordance with the licensing objectives: a. crowd safety b. risk assessment c. procedures in the event of an emergency d. regulations of the numbers of persons at the event site: ticket sales and
  33. e. traffic management
  34. The event safety and operational plan shall be revised on an annual basis
  35. A draft version of the event safety and operational plan shall be circulated to all Responsible Authorities and to the Licensing Authority not later than 90 days before the start of the event
  36. Following the circulation of the draft version, the licence holder, or agent acting on behalf of the licence holder, shall consult with all Responsible Authorities and shall take due account of any representation made by a Responsible Authority regarding the content of the document including attending, at reasonable notice, a safety advisory group meeting if the Licensing authority requires one to be convened
  37. The event safety and operational plan shall be finalised to the satisfaction of the Licensing authority no later than 28 days before the start of the event and shall be circulated in final form to all Responsible Authorities and to the Licensing Authority
  38. The licence holder shall at all times comply with the terms of the event safety and operational plan
  39. Emergency vehicle access routes shall be carefully planned to allow access at all times away from public access areas
  40. Two persons shall be appointed to ensure risk assessments and method statements are adhered to during the entirety of the event, from setting up to packing down
  41. £5 million public liability insurance shall be in force for all events
  42. The layout of the areas shall be carefully planned to ensure there are no issues with overcrowding Area B only
  43. Small scale events shall not exceed an attendance of 250 persons in Area B
  44. CCTV shall be in operation in Area B and record 24 hours
  45. Outdoor cinema events shall be held in Area B with a maximum of 4 events per annum. The Licensing authority and immediate local residents shall be informed of any such event at least 28 days prior to the event
  46. The admission of children to the exhibition of any film shall be restricted according to the classification of the film by the film classification body designated by section 4 of the Video Recordings Act 1984
  47. Children shall not be permitted at the bar after 21:00
  48. For televised major sporting events (for example but not limited to) British Lions Tour, World Cup Soccer, may commence at 08:00, but restricted to inside the pavilion, providing that the televised event is broadcasted and shown live and not recorded
