  1. The company to maintain comprehensive regulatory compliance procedures and all aspects of the four licensing objectives are covered by these procedures.
  2. The premises shall have sufficient cameras located within the premises to cover all public areas including the entrance and exit.
  3. The system will be able to cope with all levels of illumination throughout the premises as well as outside areas.
  4. The CCTV system must be operating at all times whilst the premises are open for licensable activity.
  5. All equipment shall have a constant and accurate time and date generation.
  6. The recording system will be able to capture a minimum of 4 frames per second and all recorded footage must be securely retained for a minimum of 31 days.
  7. Records must be made on a weekly basis and kept for inspection to show that the system is functioning correctly and that data is being securely retained.
  8. The Premises Licence Holder will adopt measures to ensure that the CCTV system is not tampered with.
  9. The store manager or a member of staff trained in the operation of the CCTV system will provide images to an authorised Officer of the Police or Local Authority within 24 hours of request when investigating allegations of offences or criminal activity.
  10. Any images recovered must be in a viewable format on either disc or VHS.
  11. Footage supplied in a digital format on CD or DVD will also have a copy of the CCTV system software enabled on the disc to allow playback.
  12. "CCTV in Operation" signs prominently displayed on the premises.
  13. Any technical failure of the CCTV system will be reported to Havant Police Licensing Unit as soon as reasonably practicable.
  14. No promotional stacks of alcohol to be placed near to entry / exit.
  15. An incident log to be kept and maintained (written or electronic form) at the premises and made available to an authorised Officer of the Police or Local Authority.
  16. The premises will be fitted with a burglar alarm. Staff to be trained as to use of the alarm call points and mobile alarms.
  17. The sale of alcohol for consumption on the premises will be confined to the café and only made available to customers between 08.00 - 23.00 Monday - Sunday.

  23. All planning requirements will be met and procedures established to prevent noise nuisance from deliveries and all plant and machinery.
  24. Measures will be in place to ensure the proper disposal of all waste and the company's stores are registered under the Environmental Agency Scheme.
  25. The company is a member of the Packaging Waste Compliance Scheme the fees for which go towards the funding of recycling.
  26. Refusals book A written or electronic record of refused sale shall be kept on the premises and completed when necessary.
  27. This record shall be made available to Police and/or Local Authority upon request and shall be kept for at least 18 weeks.
  28. The Premises Licence Holder shall ensure that the refusals log is checked, signed and dated on a monthly basis by the store manager/manageress.
  29. Challenge 25 There will be a Challenge 25 policy operating at the premises.
  30. Challenge 25 means that the holder of the premises licence shall ensure that every individual, who visually appears to be under 25 years of age and is seeking to purchase or be supplied with alcohol at the premises or from the premises, shall produce identification proving that individual to be 18 years of age or older.
  31. Acceptable identification for the purposes of age verification will include a driving licence, passport or photographic identification bearing the "PASS" logo and the persons date of birth.
  32. If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
  33. 'Challenge 25' posters shall be displayed in prominent positions at the premises.
  34. Training Staff will be trained regarding appropriate precautions to prevent the sale of alcohol to persons under the age of 18, the signs and symptoms of drunk persons and the refusal of sale due to intoxication.
  35. Records will be kept of such training which must be signed and dated by the member of staff who has received that training.
  36. All staff will receive refresher training every 12 months as a minimum and records are to be kept of this refresher training which should be signed and dated by the member of staff who received that training.
  37. All training records will be made immediately available for inspection by Hampshire Constabulary and any responsible Authority upon request.
  38. Training records will be kept for a minimum period of two years.
  39. Training records will be kept on the licensed premises to which they relate to.
