  1. The subject premises will apply a standard of operation which will ensure compliance with al four licensing objectives, based upon factors more particularly outlined in sections (b) to (e)
  2. The style of operation of these premises is designed to minimise crime and disorder.
  3. The premises seek a premises licence to sell alcohol for consumption off the premises.
  4. These premises will operate as a minimum a 'challenge 25' policy in order to ensure that liquor is only sold to persons of lawful age (being that should a person not look the age of 25 then he/she would need to prove they are in fact of lawful age 18 or over).
  5. A CCTV system which is fit for purpose will be operational at the premises.
  6. The system will record at all times when the premises are open for licensable activities.
  7. It will produce good quality evidential recordings which can be downloaded from the hard drive and capable of being played on any Windows based system without the need for further software and without the need for any enhancement.
  8. The system will be maintained in good working order, images shall be made available upon request by Police or an authorised officer of a responsible authority.
  9. Images are to be stored for a minimum of 31 days.
  10. CCTV warning signs to be fitted in public places.
  11. In the event of technical failure of the CCTV equipment the Premises Licence holder / DPS MUST report the failure to the Police Licensing Unit within 24 hours.
  12. No promotional stacks of alcohol to be stored near to entry or exit points on the shop floor.
  13. A member of the Management team will be on the premises all the time the store is open.
  14. A person will have responsibility for the premises whilst the premises are open.
  15. All alcohol sold to be placed in carrier bags.
  16. These issues also overlap on the section dealing with protection of children from harm.
  17. All staff undergo training concerning knowledge of licensing laws together with the social impact of the sale of alcohol.
  18. The premises will comply with the current legal requirements for Fire safety and Health and Safety including periodic risk assessments.
  19. The premises are proposed to be registered for the consumption of of liquor off the premises only.
  20. In addition to there being no consumption on the premises, there is no form of entertainment on the premises.
  21. There are no outdoor areas utilised for the benefit of members of the public and the nature of the operation does not require the employment of door supervisors or use of dedicated cab firms.
  22. The premises operate within the required litter / refuse regulations adopted by the local council.
  23. Discourage and report to police any groups of youths hanging outside the premises.
  24. The management policy at the premises is to welcome communication with any local persons in relation to any issues which arise concerning the operation of the premises in relation to the prevention of public nuisance or indeed any of the other licensing objectives.
  25. It is proposed that these premises will benefit from a premises licence for consumption off the premises only.
  26. Refusals book A written log shall be kept of all refusals including refusals to sell alcohol.
  27. The Premises Licence Holder shall ensure that the refusals log is checked, signed and dated on a weekly basis by the store manager/manageress.
  28. The refusals log will be kept and maintained at the premises and will be available for inspection immediately upon request by Hampshire Constabulary and any responsible authority.
  29. The record of refusals will be retained for 12 months.
  30. Challenge 25 There will be a Challenge 25 policy operating at the premises.
  31. Challenge 25 means that the holder of the premises licence shall ensure that every individual, who visually appears to be under 25 years of age and is seeking to purchase or be supplied with alcohol at the premises or from the premises, shall produce identification proving that individual to be 18 years of age or older.
  32. Acceptable identification for the purposes of age verification will include a driving licence, passport or photographic identification bearing the "PASS" logo and the persons date of birth.
  33. If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
  34. 'Challenge 25' posters shall be displayed in prominent positions at the premises.
  35. Training Staff will be trained regarding appropriate precautions to prevent the sale of alcohol to persons under the age of 18, the signs and symptoms of drunk persons and the refusal of sale due to intoxication.
  36. Records will be kept of such training which must be signed and dated by the member of staff who has received that training.
  37. All staff will receive refresher training every six months as a minimum and records are to be kept of this refresher training which should be signed and dated by the member of staff who received that training.
  38. All training records will be made immediately available for inspection by Hampshire Constabulary and any responsible Authority upon request.
  39. Training records will be kept for a minimum period of two years.
  40. Training records will be kept on the licensed premises to which they relate to.
