a) General - all four licensing objectives
1. Strong management controls and effective training of staff shall be in place so that they are aware of the premises licence and the requirements to meet the four licensing objectives. The training shall be documented and all training records shall be retained on the premises for a minimum of 12 months and made available for inspection by an authorised officer on reasonable request.
The prevention of crime and disorder
1. A CCTV system comprising of a multi camera system will be installed. 2. The CCTV will cover the front of the premises.
3. Signs informing customers of the CCTV will be on display
Public safety
1. The premises has a training booklet for alcohol sales, which will be used to train staff. A record of training will be kept and available to the Police or Authorised Officers of St Albans District Council.
The prevention of public nuisance
1. Refuse/bottle collection and the emptying and movement of bins and rubbish outside the premises shall not take place outside of 08:00 hours and 19:00 hours.
2. The area marked on the premises licence plan as "garden not used for the public" should not be used for customer seating, customers to congregate or licensable activities.
The protection of children from harm
1. The age verification policy shall be "Challenge 25".
2. The premises shall operate a challenge 25 style policy. Anyone attempting to purchase alcohol who appears under the age of 25 years shall be required to produce valid photo ID (such as a photo card driving licence, passport or PASS accredited age verification card) to prove they are 18 years or older. Failure to produce acceptable ID shall result in a refusal of the sale. This refusal shall be documented in the refusals / incident log.
3. A refusal book will be kept in the premises at all times and shall be used to record every refusal to sell alcohol. Each entry shall be retained for a minimum of 12 months. The refusal book shall be made available for inspection by an authorised officer on reasonable request.
