Licence conditions (20)

Where a premises licence authorises the sale of alcohol, the licence must include the following conditions:
General Conditions Crime and Disorder
The licence holder shall ensure that the dates for each event must be agreed with Suffolk Constabulary and the other Responsible Authorities at least six months prior to the commencement of the event.
The licence holder shall ensure that an operating policy/event management plan will be agreed with Suffolk Constabulary and the other Responsible Authorities at least 28 days prior to the commencement of each event.
The licence holder shall ensure that the operating policy for each event is strictly adhered to.
The Licence Holder/DPS shall, at each public bar, have in place at least one SIA door staff member. They will be located as a default at each licensed bar area during licensable hours. They will have the capacity to deploy to any incidents at other locations where required, but must return to their default position afterwards.
The Licence Holder shall ensure there is an ejection policy which will be robustly implemented.
All instances of drunkenness will be challenged, with consideration given to the ejection or retention of the individual(s). Any person involved in Violence or Disorder or found in possession of Illegal Drugs, weapons or articles that may be used in the commission of crime, will be brought to the immediate attention of the Police and will be excluded from the Festival.
All instances of ejection of persons from the premises must be notified to the Police at the time of happening or as soon as possible thereafter. Where an offence of violence has been committed the SIA and Stewarding staff shall retain the offender for hand over to the Police or will take all reasonable steps to identify the offender and pass the identity to the Police as soon as is reasonably practicable. An incident book entry shall be made on all occasions; timed, dated and signed by a member of staff.
The Licence holder/DPS shall ensure that drinks are only available for consumption from plastic or polycarbonate vessels. All glass bottles will be decanted into such containers.
The Licence holder/DPS shall implement the ‘Challenge 21’ scheme, ensuring prominent signage is displayed throughout the premises and all staff are trained in its operation.
The licence holder/DPS will ensure that all staff engaged in the sale of alcohol to be given suitable training in responsible alcohol retailing. Training records shall be kept on the premises and produced to the Police and authorised Local Authority Licensing Officers on demand. For the avoidance of doubt this training can be administered in-house in accordance with the relevant criteria. Training will be reviewed on a six monthly basis.
The licence holder/DPS shall keep and maintain an incident book on the premises at all times. The book shall detail any incident/injury/ejection/refusals/drug misuse/seizure/age challenge. Such matters shall be timed, dated and signed by the author and produced to Police/Authorised Licensing Officers on demand. Public Safety
We will be consulting with SCDC and local services on health and safety and public safety issues. Prevention of Public Nuisance
The volume of the amplification system for any live or recorded music at the annual one day concert event shall be strictly controlled so that noise levels do not exceed the levels set out in the ‘Code of Practice on Environmental Noise Control at Concerts’ for music events at ‘other urban or rural venues’ holding 1-3 events per calendar year. These levels shall be as follows: The LAeq of the music noise, known as the Music Noise Level (MNL) arising from the performance of live or recorded music during the annual one day concert event shall not exceed 65dB(A) over a 15 minute period when measured at the boundary of any noise sensitive properties.
At least 14 days prior to the annual one day concert event, the Licensee shall submit to the Environmental Protection Team a plan of the site layout, specifying the location of the stage, audience, lighting, generators and other associated plant. The site layout shall be approved by the Environmental Protection Team and only this layout shall be implemented.
At least 14 days prior to the annual one day concert event, the Licensee shall notify the Environmental Protection Team of the name and contact telephone number of a person responsible for noise control at and for the duration of the event. This person shall be contactable for the duration of the event.
At least 14 days prior to the annual one day concert event, the Licensee shall inform local residents in the vicinity of Elmhurst Park of the date and time of the concert event, providing contact details of someone responsible for the event over the two days it takes place.
We will employ SIA registered supervisors and consult with SCDC and local services and follow recommended actions. Protection of children from harm
We will be consulting with SCDC and local services and taking appropriate actions to offer a safe environment for children at the event.
