- To suspend the Premise Licence until 30th September 2025. The Sub-Committee direct the Premise Holder to produce a risk assessment in consultation with Police and the Licensing Authority by no later than 15th September 2025
- A panic button must be installed in the bar and function room linked to the Police.
- The staff should be trained as to when to use it and it should be tested and maintained on a regular basis.
- No adult entertainment or services.
- CCTV shall be installed on the premises and fully maintained, showing correct date and time information. CCTV to cover internal areas within perimeter of the premises licence and also include the beer garden and the annex when the annex is being used for licensable activities. The CCTV shall provide clear images of people entering and exiting the premises. There must always be a minimum of 1 member of staff during licensable hours, trained to use the CCTV and make CCTV copies available within 24 hours, at the request of the Police or other authorised licensing authority. All CCTV footage to be retained for a minimum of 31 days.
- CCTV to cover function room and side gate with adequate lighting.
- Signage shall be prominently displayed advising customers that they are being filmed on CCTV.
- The CCTV system will be checked on a monthly basis to ensure that it is fully operational, and a log confirming this will be kept at the premises for inspection.
- The CCTV system will be registered and comply with the requirements under data protection.
- A Personal Licence Holder must be present at the premises to supervise all sales of alcohol.
- Staff training shall be delivered on appointment and every six months, and staff training records shall be maintained to cover topics covered. Training shall cover: -
- b. The requirements for ID as part of age verification c. Dealing with an intoxicated person d. Dealing with disorderly incidents/disorderly persons e. Dealing with drug related activity on licensed premises f. Recording of any refusal to sell alcohol g. Recording of incidents h. Reporting of incidents to Police and information to be shared with Police to promote the licensing objectives i. All training records shall be available to an authorised officer on request
- Staff training shall include procedures to deal effectively with emergency incidents, including: - a. Reporting an emergency to the relevant emergency service; b. Safe evacuation of customers; c. Dealing with terrorist threats or incidents.
- An incident log (which may be electronically recorded) shall be kept at the premises for at least 6 months and made available on request to the Police or of an authorised officer of the Licensing Authority, which will record the following incidents including pertinent details: - a. All crimes reported to the venue, or by the venue to the Police; b. All ejections of patrons; c. Any complaints received; d. Seizures of drugs, offensive weapons, fraudulent ID; e. Any incidents of disorder; f. Any faults in the CCTV system; g. Any visit by a relevant authority or emergency service; Persons banned from the premises. h. Persons banned from the premises
- A log (which may be electronically recorded) shall be kept detailing all refused sales of alcohol. The log should include the date and time of the refused sale and the name of the member of staff who refused the sale. The log shall be available for inspection at the premises by the Police or an authorised officer of Tandridge District Council at all times when the premises are open.
- The premises licence holder shall ensure that a "Challenge 25" policy is adopted on the premises at all times. Signage of the "Challenge 25" policy shall be prominently displayed on the premises. Acceptable identification accepted by the premises licence holder, PS, or other authorised staff members shall be a passport, photo driving licence, HM Forces identification or PASS accredited identity card.
- The premises shall display prominent signage indicating at any point of sale; at the entrance to the premises; in all areas where alcohol is located that the "Challenge 25" scheme is in operation.
- Notices shall be prominently displayed at the exit requesting patrons to respect the needs of local residents and leave the area quietly.
- The installation of a sound limiter (calibrated so external noise does not exceed 70dB).
- All windows and doors must be shut after 2100hrs or anytime when live music is being played.
- Two SIA licensed door security Friday and Saturday will be in place from 1700hrs to 30 minutes after closing (risk assess any other significant events and this includes Christmas Eve and New Year's Eve).
- All door supervisors, and other persons engaged at the premises for the purpose of supervising or controlling queues or customers, must wear high visibility jackets or vests and armbands.
- Any door supervisors on duty at the premises must be supplied by an SIA-Approved Contractor Scheme company.
- The DPS must make regular checks that the SIA door supervisor is currently licensed with the SIA as well as checking that the badge is not expired, and this must be recorded.
- The Designated Premises Supervisor or on-duty manager must ensure that all door supervisors on duty at the premises are correctly displaying the current SIA accreditation and are briefed on their responsibilities and relevant company operating procedures before they commence duty.
- Door supervisors must be provided with radios to enable them to contact each other and the duty manager at the premises.
- Where SIA registered door supervisors are used at premises, a record must be kept of their SIA registration number and the dates and times when they are on duty.
- At all times when SIA registered door supervisors are on duty at the premises, they all must wear working body cams.
- All body cams must: - a. Be activated by the wearer to record any incident of crime and disorder they witness; b. Provide a continuous recording loop designed to ensure that relevant information is still captured if the user is unable to immediately activate the recording; c. Produce an acceptable video recording under street lighting and inside buildings, including low-light conditions; d. Be overt, be pointed correctly to ensure best evidence is captured, and worn so that it will not be obscured by clothing; e. Be capable of clearly recording a conversation between the user and people in close proximity; and be optimized to record speech rather than background noise; f. Record synchronized video and audio; g. Employ a wide angle lens that records a broad scene in full focus; h. Be securely attached to avoid accidental loss and malicious removal; i. Be equipped with sufficient storage and battery capacity to cover the requirements of a working shift; j. Record in a format viewable in its original format using free software including VLC media player; k. When transferred off the device, recording should be preserved in their original format and any metadata retained; l. Must always show the correct time and date in video footage, for evidential continuity; m. Be capable of still capturing video if the microphone malfunctions, and audio is still captured if the camera malfunctions; and n. Not overwrite data once recording capacity is reached.
- A record must be kept of the SIA registration number of the door supervisor and the ID of the bodycam worn by them.
- Bodycam images must be stored so that they are retrievable and accessible for replay and viewing and kept in ana environment that will not be detrimental to the quality or capacity for future recording. They should be appropriately labelled to enable identification and retrieval and kept for a minimum of 31 days.
- The premises licence holder must ensure there are members of trained staff at the premises during operating hours able to provide viewable copies of body cam footage on request to Police or authorised local authority officers as soon as is reasonably practicable in accordance with the Data Protection Act 1998 (or any replacement legislation).
- The function room does not exceed the FRA capacity.
- A dedicated SIA door staff will constantly monitor the function room when regulated entertainment takes place in there. The SIA door staff will be in addition to the SIA door staff on a Friday and Saturday and Christmas Eve and New Year's Eve.
- When a function room is used for a purpose which does not involve regulated entertainment, the premises licence holder will risk assess the need for a dedicated SIA door staff for the function room (i.e. England playing in the football world cup/world title boxing etc.).
- The function room has a member of staff on duty in the function room when it is in use.
- DJ-led entertainment will only take place in the rear function room and only for pre- booked functions save for under the provisions of a Temporary Event Notice.
- The quarterly resident meetings shall be held at the premises to provide an opportunity for discussion of any concerns. A record of attendance shall be kept at the premises for a period of no less than 12 months from the date of the meeting.
- A direct contact number for the premises shall be provided to allow local residents to report any issues of concern to the premises in real time.
- The premises shall operate a Barred Persons Policy – all staff shall be trained in the requirements of this policy.
- After 21:00hrs, no person under the age of 18 years of age shall be permitted to enter or remain on the premises.
- There shall be no admittance or re-admittance to the premises after 23:00hrs save for persons who have temporarily left the premises (e.g. to smoke, make a phone call etc.).
- Any person who appears to be intoxicated or who is behaving in a disorderly manner shall not be allowed entry to the premises.
- A written policy that aims to prevent customers or staff bringing illegal drugs, weapons or other illegal items onto the premises at any time shall be in place and operated at the premises.
- A clearly visible notice shall be placed at each entrance to the premises advising that those attending that it is a condition of entry that customers agree to being searched and that Police will be informed if anyone is found in possession of controlled substances or weapons.
- When SIA door staff are employed, a search policy will be operated. The search policy will provide for the use of a handheld wand operated by an SIA operative and "pat down" searches and if applicable bag searches. Any person refusing a search will not be admitted to the premises. The search policy will be made available to officers of Surrey Police.
- There shall be a policy agreed with Surrey Police for the premises relating to illegal drugs, weapons or other prohibited items found on persons attempting to enter or on the premises.
- There shall be a lockable 'drugs box' at the premises to which no member of staff, except the DPS and/or designated role holder at the business shall have access. All controlled drugs, or items suspected to be, or containing controlled drugs) found at the premises must be placed in this box as soon as practicable. Whenever this box is emptied, all its contents must be given to Surrey Police for appropriate disposal.
- Open containers of alcohol shall not be removed from the premises, except for consumption in any delineated area as shown on the plan attached to the licence.
- No customers shall be allowed to enter the premises (which includes the Beer Garden) carrying open or sealed containers of alcohol at any time the premises are open to the public. Any container(s) of alcohol seized by the premises licence holder shall be kept in a secure place and returned to the person(s) no sooner than the following day or when feasible thereafter.
- The premises shall operate a pre-opening and closing checklist to ensure all appropriate business each day. These checks shall be recorded and kept for a minimum of six months and made available for inspection upon request by a responsible authority, Police Officer or authorised officer.
- Staff shall monitor customers smoking outside the premises on a regular basis and ensure patrons do not cause a public nuisance.
- There shall be a documented dispersal policy, as agreed with the relevant responsible authorities, implemented at the premises and a copy lodged with the Council's Licensing Team.
- There shall be a minimum of one SIA registered door supervisor on duty at the premises from Sunday to Thursday from 17:00hrs to 30 minutes after closing time for a three-month period following the re-opening of the premises. During this three- month period a risk assessment in relation to this requirement must be conducted in conjunction with Surrey Police and the Licensing Authority. This must be completed before the end of the first three months of re-opening of the premises.
- Prior to the re-opening of the premises following the Summary Review Suspension, the Premises Licence holder shall establish, run and maintain a local Pubwatch scheme approved by the Police covering Whyteleafe and the surrounding towns and villages.
- A documented Risk Assessment of one-off sporting events, such as when England are playing in the World Cup or a World Title Boxing match, shall be conducted by the Premises Licence Holder to determine whether SIA Door Supervisors are required or whether the number of door supervisors employed at the premises needs to be increased. Such Risk Assessment shall be available on request by an authorised officer of the Council or the Police. Such one-off events shall be notified to the Licensing Authority and the Police at least one month prior to the event.
- The Premises Licence Holder must carry out a documented review of the drinks on offer at the premises as part of the Whyteleafe Reposition Plan promoting a rebranding of the premises. Such a review shall be available on request by an authorised officer of the Council or the Police.
