Licence conditions (19)

There will be CCTV coverage of Rose Yard when an event is held as agreed with the police
SIA staff will be engaged to regulate admission into Rose Yard and monitor members of the public when an event is held.
SIA staff will be required to attend 30 minutes before the start of an event and remain until 1 hour after close of the trading period each day of the event unless the area is deserted in which case they will leave when Rose Yard is clear.
Stewards will be easily distinguishable from members of the public and other SIA or police personnel and shall wear effective clothing clearly marked .
For all events all stewards will be trained in their duties prior to allowing members of the public onto the site to ensure they have a full understanding of the infrastructure and procedures. All training records will be kept by a stewarding manager and available for inspection.
Any staff member undertaking the sale of alcohol must be trained in their responsibilities in respect of the Licensing Act 2003, this should include, but not be restricted to underage sales, proxy purchasing and sale of alcohol to intoxicated persons. This training will be logged and signed by all that have participated, proof of such training will be provided to representatives of Kent police and trading standards upon request.
No drinks to be served in glasses or glass bottles. Toughened, polycarbonate or plastic receptacles will be used.
Existing legislation applies that guidance requires should not be duplicated in this licence.
An Event Management Plan and Event Safety Plan will be lodged by 1st March 2015 with the police, Safety Advisory Group, Environmental Health and Licensing Authority and thereafter by 1st February in any given year.
An appropriate risk assessment will be carried out and reviewed regularly pre, post and during the period of the licence.
An event safety officer will be identified and the name circulated to all responsible authorities in order to provide a specific point of contact in relation to all matters pertaining to safety, before, during and after events.
A noise management plan will be drawn up by 1st March 2015 and thereafter by 1st February in any given year. The plan shall identify how noise arising from the event shall be effectively controlled so as to minimise the risk of causing public nuisance. The plan shall demonstrate consideration to local residents.
A dedicated telephone line shall be set up and staffed by the Premises Licence-holder at all times during the events so that members of the public can contact the an official appointed by the organiser deputed to deal with any residential concerns that may arise during the licence period. The number of this telephone line shall be publicised at least two weeks prior to the start of the event to all residents likely to be disturbed by displaying it on the website of the Source Café.
Strictly no under 18s to be served alcohol. Anybody who looks under the age of 25 will be challenged and asked to produce valid photo- identification to prove they are aged 18 or over before they will be served.
The Challenge 25 proof of age scheme will be adopted at every alcohol outlet on site. Appropriate posters will be displayed in all bar areas to prevent persons under the age of 18 from attempting to buy alcohol.
Security personnel will confiscate any alcohol from any person who appears to be under 18 years of age who is unable to prove their age.
In any structure utilised for the sale of alcohol there will be no admittance to any person under the age of 16 unless accompanied by an adult.
With the exception of the Easter and the two May Bank Holiday periods in 2015, Kent Police are to be given at least 90 days advance notice of any event being planned. Such notice will include the dates, times and the type of event being planned.
