General:
CCTV surveillance with exterior lighting monitors arrivals and departures at club main door.
Club Management, steward and bar staff are informed of the Licensing Act 2003 objectives and statutory requirements to comply with all relevant provisions of the act.
The Prevention of Crime and Disorder:
People arriving are scrutinised via CCTV before admission.
Club employees are instructed not to admit or serve people who behave in a drunk or disorderly fashion.
Public Safety:
The premises comply with Health and Safety Fire precautions regulations.
Following risk assessment, preventative & control measures are in place to ensure the safety of visitors employee and entertainers while on the premises. The Club complies with advised capacity limits. Fire action, notices are posted.
Emergencies escape routes are signposted.
The Prevention of Public Nuisance:
Signage is displayed near exits requesting members and guests to respect the needs of local residents by quietly leaving the premises.
When live or recorded music is played all reasonable steps are taken to avoid disturbing to neighbouring properties.
The Protection of children from harm:
Persons - under the age of 18 are not allowed unless accompanied by an adult.
All staff are instructed in the offence provisions of the Licensing Act 2003 relating to alcohol and the protection of children - signage is posted at the bar. Prohibited the direct or indirect supply or delivery of alcohol to children. Proof of age is always requested.
Decision granted with some exemptions:
- The provision of facilties for dancing/similar entertainment will be indoors only.
Conditions attached at the hearing:
- 1. The conditions detailed on p19 of the agenda will be added to the operating schedule under the prevention of crime and disorder:
2. The Premises Licence Holder and the Designated Premises Supervisor shall ensure that the premises are equipped with a digital closed circuit television system, compatible with the requirement of the Hertfordshire Constabulary. The recordings of which will be retained for a minimum of 31 days and be made available to Hertfordshire Constabulary (including Police Community Support Officers) / Local Authority Licensing Officer or Trading Standards Officer, subject to the Data Protection Act. These recordings will be able to play instantly on a Personal Computer or a DVD player. There will be at least one member of staff on duty at all times (when the premises is open) who is trained to use the CCTV system.
3. Hertfordshire Constabulary and the Local Authority Licensing Officer will be notified (within 5 days) on any occasion when the premises CCTV system is inoperative.
4. The Premises Licence Holder or member of staff shall ensure that identification is provided by every person buying alcohol that is under 21 years of age. The only acceptable forms of identification are a valid Passport or photo card driving licence. No photocopies will be accepted.
5. The premises will display clear and visible signage at all time reminding customers that it is an offence to purchase alcohol for persons less than 18 years of age or persons who are drunk.
6. There will be no birthday parties for persons under the age of 21 year unless agreement is made with the local Police Licensing department.
" The conditions detailed on p12 of the agenda will be added to the operating schedule under the prevention of public nuisance:
1. The licence holder or anyone involved in the organisation of entertainment (including those controlling the volume of music) shall ensure that any noise emanating from the premises is such as not to cause annoyance or disturbance to residents in the locality.
2. All doors and windows of the building which is the subject of this consent, shall be kept closed at all times during the entertainment events, except when access is required to /from the premises.
3. Noise limiting device(s) shall be installed in the premises and shall be effectively maintained and operated. Limiting devices shall have a sound level meter which is set at a predetermined sound loading and:
" Activates a visual warning device which allows the operator to reduce the sound output level; or
" Automatically reduces the sound level; or
" Switches off the power supply for a predetermined delay period.
4. Mechanical ventilation shall be installed in the premises and shall be effectively maintained and operated.
" The area to be licensed is shown on the amended plan.
