The premises shall operate in full compliance with the Club Rules.
The premises shall operate in accordance with the Challenge 21 scheme. This scheme operates on the basis that whilst persons aged 18 years and over, may be admitted to the premises, anyone who appears under 21 years of age will be asked for ID. Notices to this effect shall be displayed in a clear and prominent position.
The only acceptable forms of ID that may be accepted in respect of the sale of alcohol shall be a: ? proof of age card bearing the PASS hologram logo; ? passport; ? UK photo driving licence; or ? other ID with the prior written approval of the Licensing Authority.
A challenge book shall be kept at the premises in which shall be recorded forthwith the time, date and circumstances under which any attempted purchase by a child or a member or guest unable to produce proof of age has been refused. This book shall be made available for inspection by any police, community support or authorised Council officers upon demand.
All staff whose responsibilities include the retail sale or supply of alcohol shall receive training on the prevention of under age sales, which shall include: ? operation of the challenge 21 scheme; ? types of acceptable ID; ? method of recording refusals; and ? Noise patrols, which includes the frequency and recording of them.
The CCTV system serving the premises shall be maintained fully operational and in good working order at all times. It shall make and retain clear images that the include the points of sale of alcohol and facial images of the purchasers of the alcohol. The recordings shall show an accurate date and time that the recordings were made and all images shall be retained for a period of not less than 31 calendar days.
The original or a copy of the CCTV recordings shall be provided upon demand to any Police Officer, Community Support Officer or authorised officer of the Licensing Authority. Copies of the CCTV recordings shall be provided in a format that can be viewed on readily available equipment without the need for specialist software.
No alcohol shall be sold or supplied if the CCTV equipment is inoperative for any reason.
At least three (3) members of the Club Committee shall be trained to operate and retrieve images from the CCTV system. (NB. Condition 6-9 above do not come into effect until 19 January 2011 which is 18 months from the first date of issue of the Club Premises Certificate i.e. 20 July 2009)
All training records for challenge 21 and the CCTV system shall be recorded and these records shall, on request, be made available to any Police Officer, Community Support Officer or authorised Council Officer upon demand.
Members shall be restricted to signing in a maximum of four (4) guests each per visit to the club.
Any licensable activities shall be restricted to the first floor clubroom only, as detailed in the plan attached as Annex 4 and outlined in red.
Noise from the provision of entertainment shall be inaudible at the façade (facade meaning the elevation or elevations of buildings used for habitation that face towards the licensed premises) of nearby residential premises. Regular hourly patrols shall be recorded in a book, which shall be made available for inspection by any Police Officer, community support officer or an authorised officer if the Licensing Authority.
