Licence conditions (20)

All events will require the written permission of the Council and notification to the Police.
Event organisers will be asked to provide information to the Council's Safety Advisory Group in the interests of Public Safety, where it is deemed necessary by the Council.
The information for the events will be given to the police and will become part of the licensing conditions for the event.
The Sale of Alcohol at any event must be supervised by a Personal Licence Holder and must satisfy all the requirements of the Licensing Act 2003, especially with regard to the sale of alcohol to persons under the age of 18.
Proof of age will be required for anyone who appears to be under 21.
Where Stewards are required, they must be registered with the SIA.
Where alcohol is being supplied, it is the responsibility of the Personal Licence Holder through a minimum of 2 nominated staff to regularly check that alcohol is not being taken outside of the Licensed Area.
Refusals / incident books The premises licence holder shall ensure that a refusals book / incident book or log is maintained at the premises.
These records shall be retained for a minimum of 1 year and be made available to the Police and other responsible authorities upon request.
Training The premises licence holder shall ensure that a training package is in place in order for all staff involved with the sale or supply of alcohol to be sufficiently trained in licensing matters proportionate to their role and be aware of their responsibilities.
This training shall include the refusal of service to drunks and age verification.
Records shall be kept of this training, dated and signed by the staff member and trainer.
Where applicable, refresher training shall be completed at least every 12 months again with documented records made and to be available for inspection from Police and other responsible authorities.
A written record shall be retained at each bar to show the staff that have been authorised to sell alcohol.
This shall be made available to the Police and other responsible authorities on request.
Risk assessments are to be carried out for both Health and Safety, and Fire Safety.
With events over 500 people, First Aid facilities will be provided, together with a designated area / facility for lost children.
Visitors to an event will be requested to leave the site quietly, respecting the residents in the neighbourhood.
Music levels will be regularly checked at the boundary of the Licensed Area and reduced if too loud.
The "Challenge 21" scheme will be in operation whenever alcohol is on sale, and proof of identity will be required for anyone who appears to be under 21.
