Licence conditions (42)

A training package shall be in place in order for all staff involved with the sale or supply of alcohol to be sufficiently trained in licensing matters proportionate to their role and aware of their responsibilities. Particular attention should be paid to underage sales / ID verification, the refusal of alcohol sales to drunk person and the management and care of vulnerable customers. Records shall be kept of this training, dated and signed by the staff member and trainer. Refresher training shall be completed at least every 6 months, again with documented records made and to be available for inspection from Police and other responsible authorities.
A written record shall be retained at the bar to show the staff that have been authorised to sell alcohol. This shall be made available to the Police and other responsible authorities on request.
A refusals book or log, ID check book or log and incident book or log shall be maintained at the premises. These records shall be retained for a minimum of 1 year and be made available to the Police and other responsible authorities upon request.
All alcohol purchased as part of the 'on' licence shall be consumed on the premises or beer garden.
A recordable CCTV system shall be in place when licensable activity is taking place. This must be of a standard acceptable to the local Police and capable of providing quality free moving footage, capable of working in dark or dim lighting. There shall be sufficient cameras to cover all primary public areas in addition to cameras covering the entrance, exit, garden and external smoking areas. Footage must be retained for a minimum of 28 days on a rolling basis. This must be made available in a format that can be viewed by the Police and must be given to them on request. An 'on duty' staff member must be capable of providing requested footage at the time of the request.
The premises shall be an active member of any local pubwatch that is in existence and recognised by the local Police. A representative will attend all pubwatch member meetings.
Staff will be trained on the requirements of the Licensing Act 2003 when they are recruited and given training in 'drugs awareness' as part of their induction.
A Personal Licence Holder or responsible person will be present on the premises whenever there is trading after midnight.
The DPS will be a member of the British Institute of Inn Keeping.
Staff will be trained on how to handle incidents in relation to informing the Police and seeking their assistance.
Function bookings will be limited to 60 persons in the bar and 100 persons in the garden.
No drinks will be dispensed in glass bottles on a Friday and Saturday night after 2000 hours, except wine and water which will be ancillary to meals.
The garden area will be closed by midnight at weekend and 2330 hours during the week.
Live music will end at midnight except on New Year's Eve and New Year's Day.
Live or recorded music in the garden will end at or before 2200 hours.
The noise nuisance management policy will be in force.
Recorded music volume will be reduced to background level during the wind down period to create mood change.
A notice will be displayed prominently at the exits asking customers to leave quietly.
The restrictions set out in the Licensing Act 2003 will apply.
Photographic proof of age will be required to be shown by anyone seeking to purchase alcohol who appears to be under 20 years of age.
AWP and cigarette machines will be sited in areas that are visible to staff to ensure that children do not have access to them.
Procedures to be taken prior to the indoor event
Put notices up inside the pub to enable the customers and outside the pub to enable local residents to be aware of forthcoming attractions, prior to the event informing the customers what source of noise it will entail, i.e. disco, karaoke, soloist - duration of event and date of when it will happen.
Brief staff regarding the potential for noise nuisance at the above event and how to deal with phone calls and face to face consultations.
Review each event and then, if appropriate, advise Environmental Health (Noise Pollution) Department of the nature and timescale of the proposed event.
Procedures to be taken during the indoor event
We will ensure that all external doors and windows are kept closed other than for access and egress in all rooms when events for noise amplification are taking place.
Noise from music and voices emanating from the premises between 2300 and 0900 hours will be inaudible at the boundary of the pub premises. Staff will ensure this is complied with by regular boundary checks during the event.
No live music or amplified music shall be relayed via external speakers after 2300 hours, other than for events with the prior approval of the Licensing Authority. During the last hour of the performance the music will be turned down and the mood toned down to a more relaxed tempo.
The position of the live entertainment will be consistent with the Licensing Premises plan, which has been lodged with the Licensing Authority.
Procedures to be taken after the indoor event
We will ensure that the amplified music ends prior to the end of alcohol sales, in order for us to manage the exit of the customers from the premises in a controlled and dignified manner, thus minimising the potential noise nuisance to surrounding residents.
Local taxi firms to be briefed that drivers should come to the door of the premises to collect their passengers, rather than waiting outside sounding their horns.
Disposal of waste bottles into external receptacles where the noise will be audible to neighbouring properties must not occur between 2230 and 0730 hours.
Staff must be given training to prevent them causing unnecessary noise when they leave the premises and prominent, clear notices displayed at all points where staff leave the building, must instruct them to respect the needs of local residents and leave the premises and area quietly.
Hold a review with staff and key customers to capture any observations and complaints, if any, in order to refine procedures for the future.

Will advise Environmental Health of the time, date and nature of the event.
We will put a leaflet through the doors of all the houses in the surrounding perimeter of the pub.
We will instruct the live act of the sensitive nature of the occasion and will use our judgement when selecting artists so that they comply in a sympathetic way to the event and the surroundings of where we are asking them to play.
Music in the garden will end at 2200 hours as per the premises licence application.
For a period of 12 months from 25 April 2019, Peter Mahoney shall be prevented from entering and remaining in the areas marked bar/lounge/dining area and garden on the plan attached the premises licence. This restriction to be in place during the hours which the licensed premises are open.
