At a hearing before the Licensing Committee on 19 September 2005 the following is the formal resolution of the licensing sub-committee:
RESOLVED that the application be refused. The Sub-Committee in reaching this decision had taken into account the Councils' licensing policy to carry out it's functions under the Licensing Act with a view to promoting the licensing objectives in particular the prevention of crime and disorder and prevention of public nuisance.
In reaching this decision the Sub-Committee felt that in the light of the objections submitted the applicant had failed to sufficiently control the management of these premises.
At a subsequent hearing at the Portsmouth Magistrates Court on Monday 21 November 2005 in response to an appeal by the applicant, the Court accepted an agreed solution that the Club ensure that the Regency Suite be closed every night by 2300 and on that condition the application be accepted.
