To use the grassed area outlined on plan for family fun days - to be able to have performance of live music, recorded music and performance of dance on these days.
These events will take place three to four times per annum and would finish around 18.00 hours.

General:
There has been a management committee consisting of parish councillors, community member and council representatives established to take control of the community centre. The Parish Council, working though the Committee, will employ a new bar manager and provide training for staff and committee members by working with the police and the District Council's licensing officers.
Training Records:
All personal employed in a professional capacity at the venue will receive training and relevant update training. Records of which will be kepy and maintained. These will be made available to responsible authorities upon request.
Door entry system:
This will be installed and meet the requirements of Hertfordshire Constabulary.
Smoking Area:
This will be a strictly defined area that is secure and supervised. This will also meet the requirements of Herfordshire Constabulary.
Private hire events:
These are still the responsibility of the venue however when these place a 'hirers contracy' will be completed. This contract will include an individual risk assesment and meet the requirements of Hertfordshire Constabulary.
The Prevention of Crime and disorder:
To work with the police, take guidance form them regarding activities that may take place, provide door supervision for activities that may need it. No parties for the 13-25 age group provide better security at the door to stop non-members gaining to thee building such as a swipe card or door entry system. Provide a telephone number that local residents may contact if they have any queries of problems.

CCTV:
The premises Licence Holder and the designated Premises Supervisor shall ensure that the premises are equipped with the digital closed circuit television system, compatible with the requirement of the Hertfordshire Constabulary.
The recordings of which will be made to a digital hard drive and retained for a minimum of 31 days.
The recordings of the CCTV will be made available to Hertfordshire Constabulary, Local Authority Licensing Officer or Trading Standards Officer, subject to the Data Protection Act.
These recordings will be able to play instantly on a Personal Computer or a DVD player.
There will be a least one staff member on duty at all times (when the premises is open) who is trained to use the CCTV system.
Hertfordshire Constabulary and the Local Authority Licensing Officer will be notified (whtih 5 days) on any occasion when premises CCTV system is inoperative.
Personal Licence Holder:
There will be a Personal Licence Holder on the Premises from 19:00 hours until closing on Friday and Saturday nights and Christmas eve and New years Eve. While fulfilling this role Hertfordshire Constabulary does not expect this person to be under the influence of alcohol.

There will be a strict member spolicy, members will be vetted to ensure that only peple with good character become members. Put signs up asking people to leave quietly. Doors and windows to be closed after 21:00 during events.
The Protection of children from harm:
Only ID such as drivers licence or passport must be shown for the purchase of alcohol.
Unacompanied children:
There will be no unaccompanied children (persons under 18) in the premises at any time.
No person under the age of 18 years will be served at the bar at any time.
Any persons under the age of 18 would be allowed in the members bar after 21:00 if accompanied by someone over the age of 25 year and only at the descreation of the designated premises supervisor.
Ages and numbers of expected children to be detailed in the 'hirers contract'.
Proof of age:
All persons who are under the age of 21 years will be asked to provide they are over the age of 18 years when buying alcohol.

Prevention of Public Nuisance:
Doors and windows to be closed after 21:00 during events. In order to prevent noise nuisance from emanating from this premises before 21:00, i would rather that all doors and windows which is the subject of this consent, shall be kept closed at all times during the entertainment events, except when access is required to and from the premises.
