Procedures to be taken prior to the indoor event
Put notices up inside the club to enable the customers and outside the club to enable local residents to be aware of forthcoming attractions, prior to the event informing the customers what source of noise it will entail, i.e. disco, karaoke, soloist - duration of event and date of when it will happen.
Brief staff regarding the potential for noise nuisance at the above event and how to deal with phone calls and face to face consultations.
Review each event and then, if appropriate, advise Environmental Health (Noise Pollution) Department of the nature and timescale of the proposed event.
Procedures to be taken during the indoor event
We will ensure that all external doors and windows are kept closed other than for access and egress in all rooms when events for noise amplification are taking place.
Noise from music and voices emanating from the premises between 2300 and 0900 hours will be inaudible at the boundary of the club premises. Staff will ensure this is complied with by regular boundary checks during the event.
No live music or amplified music shall be relayed via external speakers after 2300 hours, other than for events with the prior approval of the Licensing Authority. During the last hour of the performance the music will be turned down and the mood toned down to a more relaxed tempo.
The position of the live entertainment will be consistent with the Licensing Premises plan, which has been lodged with the Licensing Authority.
Procedures to be taken after the indoor event
We will ensure that the amplified music ends prior to the end of alcohol sales, in order for us to manage the exit of the customers from the premises in a controlled and dignified manner, thus minimising the potential noise nuisance to surrounding residents.
Local taxi firms to be briefed that drivers should come to the door of the premises to collect their passengers, rather than waiting outside sounding their horns.
Disposal of waste bottles into external receptacles where the noise will be audible to neighbouring properties must not occur between 2230 and 0730 hours.
Staff must be given training to prevent them causing unnecessary noise when they leave the premises and prominent, clear notices displayed at all points where staff leave the building, must instruct them to respect the needs of local residents and leave the premises and area quietly.
Hold a review with staff and key customers to capture any observations and complaints, if any, in order to refine procedures for the future.
For any external events the following shall apply:- All of the above Will advise Environmental Health of the time, date and nature of the event.
We will put a leaflet through the doors of all the houses in the surrounding perimeter of the club.
We will instruct the live act of the sensitive nature of the occasion and will use our judgement when selecting artists so that they comply in a sympathetic way to the event and the surroundings of where we are asking them to play.
At a meeting of the Licensing Sub-Committee held on 28 July 2005 it was resolved that the application by The Langstone Conservative Club be granted on the following basis, namely:
the hours for the supply of alcohol be from 10.00am to 12.30am all week including Sundays;
that with regard to the 12 occasions per year where a one hour extension is to be requested, at least seven days' notice be given of each application to the Police and Havant Borough Council;
the licensee will comply with a management policy for the minimalisation of noise nuisance for all events;
all other provisions to be in accordance with the amended operating schedule attached to the addendum placed before the Sub-Committee
