Licensing Sub-Committee - 25 July 2006 The times for licensable activities shown in the appropriate parts of the premises licence were part of the Licensing Sub-Committee decision. The additional conditions to which the licence is subject are:
Any live amplified music/karaoke or disco events are limited to 3 per month and will cease at 23:00 hours.

1 In addition to the to the conditions imposed upon the Premises Licence at the Hearing, the following additional conditions will be imposed upon the Premises Licence for Holmewood House School: i. Doors and windows for the theatre to be closed after 8pm on occasions when regulated entertainment is taking place inside, save for the use of the doors for immediate ingress and egress (i.e. doors will not be left open to allow access but will be opened and closed as people come and go). ii. Non school events at which licensable activities take place to occur in the theatre only with the prior written consent of the Planning Department at Tunbridge Wells Borough Council. iii. Non school events at which licensable activities take place on Sundays to occur in the theatre only between the hours of 9am to 1pm unless otherwise agreed in writing by the Planning Department at Tunbridge Wells Bough Council.
General - all four licensing objectives (b, c, d, e)
The school is managed by the Senior Management Team (SMT), consisting of the Headmaster, the Deputy Head, the Bursar, the Head of Pre-Preparatory Department, the Head of Junior Department, the Senior Academic Tutor and the Headmaster's wife. The SMT works closely with the School's Board of Governors. Together, the SMT and the Governors are responsible for ensuring that the four licensing objectives are fully met.
The prevention of crime and disorder
It is the policy of the school and the responsibility of the SMT and the Governors to provide its pupils, staff and visitors at Holmewood House School with a safe environment. The school ensures that any event held either indoors or outdoors, at which licensable activities take place, such as the sale of alcohol and provision of regulated entertainment, are only managed by experienced and senior members of staff so that the prevention of crime and disorder is maintained. To improve the safety of its pupils, staff and visitors, the school has installed a closed circuit television system and security lighting in most parts of the school. The school has resident staff whose responsibilities include the security of the premises. The school will only permit responsible and reputable outside organisations to use its facilities.
Public Safety
The school has its own health and safety committee chaired by the Bursar, who is also the school's health and safety officer. The school is routinely inspected by the fire officer from Kent Fire & Rescue Service. All fire extinguishers, emergency lighting and other safety equipment are regularly inspected. The school has an annual risk assessment audit carried out by an outside consultancy firm to ensure the school complies with the relevant Health and Safety legislation. All kitchen staff are certified in basic food hygiene. Also, the school has the appropriate employers and public liability insurance appropriate for the running of an independent day and boarding school.
The prevention of public nuisance
The SMT and the Governors will ensure that all parents, pupils, staff and visitors are considerate towards the school's neighbours particularly when entering and exiting the main entrances to the school on Hither Chantlers and Barrow Lane which contain residential properties. The school will seek to maintain good relations with local residents and belongs to the local neighbourhood watch scheme.
The protection of children from harm
A child protection policy is in place at the school and overseen by the Headmaster, who is the nominated child protection officer. The policy is well understood by all staff, including teaching and non-teaching staff. All staff and regular contractors have Disclosure and Barring Service vetting checks. Pupils are constantly supervised by staff on a duty rota system. In particular, boarders are supervised by their housemasters who are assisted by other resident members of staff. Pupils attending events on the school's premises at which licensable activities take place will be closely supervised by members of staff and/or their parents. The school will ensure that children under 16 years of age are always accompanied by an adult at all licensable events. If and when children who are not pupils are invited to events held at the school at which licensable activities take place they will be closely supervised by their parents and/or school staff.
