Film Exhibitions
The admission of children that is persons under 18 years of age, to the exhibition of any film shall be restricted in accordance with any recommendation made by the British Board of Film Classification (BBFC) or by Bexley Council.
The digital CCTV system shall be maintained at the premises in good working order and used at all times when the premises are open for licensable activities. Any CCTV footage shall be held for at least 31 days and shall be made available to an officer of the Licensing Authority or Police on reasonable request, in line with data protection legislation.
The CCTV system shall be maintained, fully operational and in good working order at all times and make and retain clear images that include the points of sale of alcohol, facial images of purchases of alcohol, as well as show an accurate date and time that the images were made.
The original, or a copy, of CCTV images shall be provided in a format that can be viewed on readily available equipment without the need for specialist software, if requested by the Licensing Authority or Police.
A member of staff who is conversant with operating the CCTV system shall be on the premises at all times the premises are operating to the later terminal hour. This person must be able to show the police or authorised council officers CCTV data or footage with minimal delay and in any case provide a copy to police or other authorised officer within 72 hours.
An incident log book (which may be electronic) shall be kept on the premises and made available on request to an authorised officer of the Council or the Police which will record the following:- a) Any incidents of disorder; b) Any seizures of drugs or offensive weapons; and c) Any ejections of patrons.
Notices will be displayed at the premises exits requesting customers to leave quietly and reminding them that they are in a residential area.
When a Disk Jockey is employed at the premises, they shall make an announcement at the end of the night's entertainment, asking customers to 'please leave the premises quietly'.
When regulated entertainment in the form of live music or DJ lead music is taking place at the premises, there will be patrols internally and externally to limit any noise pollution.
Amplified sound generated as part of a licensable activity shall only be generated by a sound system that is linked to a noise limitation device that has been calibrated, set to a level so as not to result in nuisance being caused to nearby properties and that has been sealed against tampering.
The Licensee will ensure that the areas outside of the premises are kept clean and tidy.
On Fridays and Saturdays where the premises trades until 1am for the sale of alcohol, there shall be no new entry or re-entry after midnight, save for persons who have temporarily left the premises, e.g. to smoke.
A Challenge 21 Proof of Age Scheme will be operated at the premises where the only acceptable forms of identification are photographic identification cards such as driving licence or passport.
A log (which may be electronic) shall be kept detailing all refused sales of alcohol. The log shall include the date and time of the refusal and the name of the member of staff who refused the sale. A copy of the log or electronic report shall be made available to an authorised police officer and licensing authority officer upon request.
All bar staff shall receive appropriate training in relation to alcohol sales prior to commencing their duties. Staff are to receive regular refresher training in line with company policy. This will include the premise licence conditions, underage sales policy and other relevant licensing matters. Training documents (which may be in an electronic format) shall be made available to an authorised police officer and licensing authority officer upon request.
The Premises Licence holder shall draw up and implement a premises specific drugs policy. The policy shall be reviewed as necessary but at least annually. A record shall be kept that a review of the policy has been made.
