Licence conditions (26)

There shall be no more than 12 days of events with amplified music in a calendar year
Staff training – appropriate induction training shall be undertaken with all relevant staff to cover appropriate subjects for their role including: a) The responsible sale of alcohol b) The prevention of under-age sales of alcohol, the Challenge 25 policy and in checking and authenticating accepted forms of identification c) The responsibility to refuse the sale of alcohol to any person who is drunk d) Fire safety and emergency evacuation procedures
Recording practices – The premises shall maintain written reports and registers.
These shall be kept for a minimum of 12 months and made available to the police and any authorised officer of the licensing authority on request. Records shall be maintained of the following: a) Any complaint against the premises in respect of any of the licensing objectives b) Any crime reported at the premises c) Any use or seizure of offensive weapons d) Any illegal drug related incident e) Any temporary or permanent exclusion from the premises of customers f) A 'register of refusals' highlighting any refusal in the sale of age-restricted products; for any reason All written reports and registers shall be regularly checked by the DPS
Subcontractors – Where third parties (such as stall holders) are selling alcohol, the premises licence holder shall ensure that a representative of that party is aware and adheres to the principles detailed in conditions 2 and 3 of annex 2.
CCTV – The venue shall operate a CCTV system. The CCTV system shall continually record whilst the venue is open for licensable activities and/or when customers remain on the premises. All recordings shall be time and date stamped, maintained for a 31 day period and be made available to the Police or authorised officer of the licensing authority upon request. The CCTV system shall: a) Cover all entry points used by the public b) Enable frontal identification of persons entering in any light condition c) Be maintained by a suitably qualified person
Drugs zero tolerance policy – A zero tolerance policy towards the use, possession and supply of illegal drugs shall be adopted and enforced.
SIA Security Staff – Accredited and approved security staff shall be employed at the premises when licensable activities are taking place in suitable numbers and at appropriate times and a register of such staff shall be maintained.
No alcohol permitted outside – Alcoholic drinks shall not be permitted to be brought onto the premises or to leave the premises at any time.
Food and soft drinks – Food and non-intoxicating beverages including drinking water shall be available in all parts of the premises.
Fire safety – A fire risk assessment shall be conducted and regularly reviewed. In- line with the Fire Risk Assessment: a) Fire extinguishers are installed in accordance with the recommendations of the fire risk assessment. b) Emergency lighting is installed in accordance with the recommendations of the fire risk assessment.
Capacity – The number of persons accommodated at any one time shall not exceed 5,000 or more.
First aid – Adequate and suitable first aid boxes shall be maintained and signage to identify their location and the location of first aiders shall be displayed.
First aid – The required level of staff trained in first aid shall be present at the premises at all times the premises is open to the public
Emergency vehicle access – Access to the venue for emergency vehicles shall be maintained at all times.
Event safety plan – An event safety plan shall be produced by the organisers, under which any event will be delivered. This document shall be made available to an Authorised Officer of the Local Authority and the Police on demand; within 4 weeks of the start date of the event.
Acoustic levels – Acoustic levels are controlled by the event's organisers at predetermined levels, and shall be monitored and recorded throughout the event.
Noise management plan - A 'noise management plan' shall be included within the overall 'Event Safety Plan'
Traffic management plan – A 'traffic management plan' shall be included within the overall 'Event Safety Plan'
Premises contact – An event manager shall be onsite throughout the operating hours and contact details made available to responsible authorities and other interested parties on request.
Notification – Local residents in the immediate area shall be notified of an event a minimum of one calendar month before it is due to take place, and provided with direct contact details.
Exit signage – Signs requesting customers to respect local residents and leave the premises quietly shall be displayed at each public exit to the premises
Toilet facilities – A suitable number of toilet facilities shall be provided
Challenge 25 – A 'Challenge 25' policy shall be enforced, where any person reasonably looking under the age of 25 shall be asked to prove their age when attempting to purchase alcohol; signs to this effect shall be displayed at the premises. The only acceptable forms of identity shall be those photographic identification documents recognised in the Home Office guidance; including passports, photo-card driving licence or proof of age card bearing a PASS hologram.
Record Practices – A register of refusals shall be maintained at the premises.
Unaccompanied Children – Unaccompanied children under 18 are not permitted to enter the premises Lost Children – Suitable measures shall be put into place to reunite lost children with their parent(s) / guardian. These shall include where suitable the ability to make amplified announcement and a centralised information / meeting point.
