Licence conditions (10)

The CCTV system serving the premises shall comply with the following requirements: a. it shall be maintained fully operational and in good working order at all times; b. it shall show an accurate date and time that the images were made; c. it shall cover i. all areas where alcohol is on display; and ii. internal and external areas of the premises; d. one camera shall provide a head and shoulders image of each person entering the premises; and e. it shall make and retain clear images that include the points of sale of alcohol and facial images of the purchasers of the alcohol.
All CCTV images shall be retained for a period of not less than 31 days.
A staff member from the premises who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises are open to the public. This staff member must be able to show recordings to a Police Officer or authorised council officer immediately upon request.
The original CCTV images, or a copy, shall be provided to any police officer, community support officer or authorised person within 24 hours of a request having been made in a format that can be viewed on readily available equipment without the need for specialist software.
No alcohol shall be sold if the CCTV equipment is inoperative for any reason.
Notices advertising that the premises operates a "Challenge 25" scheme shall be displayed in a clear and prominent position at the retail entrance to the premises and inside at the premises servery area.
Signs shall be displayed inside and outside of the premises warning adults that it is an offence to buy alcohol on behalf of anyone under the age of 18.
A refusal book shall be kept on the premises at all times they are open in which details of all refusals of sales will be entered and made available to the police and local authorities immediately upon request. Details of time, date, staff member and reason for refusal must be recorded. The Designated Premises Supervisor shall check the book at intervals of no less than four weeks to ensure that all staff are using it and shall sign and date it immediately after the latest entry. All incidents recorded in the book or record will be retained on the premises for a minimum of 24 months. Feedback shall be given to staff to ensure these are used on each occasion that a refusal or incident occurs at the premises.
An incident log shall be kept at the premises, and made available immediately upon request by an authorised officer of the Council or the Police, which will record the following: a. the date and time of the incident b. the name or description of person concerned; c. a summary of the incident; d. all crimes reported to the venue; e. all ejections of patrons; f. any incidents of disorder; g. any faults in the CCTV system; h. any visit by a relevant authority or emergency service; and i. the identity of any emergency services personnel who attended; and j. the crime or appropriate reference number provided by the emergency services that relates to the incident and any linked incidents. Details shall be added to the register within 24 hrs of any incident.
