The premises shall operate a "Challenge 25 " policy, whereby any person who appears under 25 years of age shall be required to provide proof of age using an acceptable form of identification ID. The only acceptable forms of ID that may be accepted in respect of the sale of alcohol shall be a: a. proof of age card bearing the PASS hologram logo; b. passport c. European Union or UK photo driving licence; or d. any other form of ID as agreed in writing by the licensing authority
A refusals book or similar record , which shall be kept in English, shall be kept at the premises in which must be recorded forthwith the date time and circumstances under which any attempted purchase by a young customer has been refused. This book or other form of record must be made available for inspection by any Police Officer, community support officer or authorised officer upon demand.
Notices shall be displayed in a clear and prominent position a) inside and outside of the premises - advising that the premises operates a "challenge 25" policy; and - warning adults that it is an offence to buy alcohol on behalf of anyone under 18 years of age. b) at the entrance to the premises: - stating that a maximum of two unaccompanied children shall be permitted on the premises at any one time; and - providing neighbours with a name and telephone number of the person they should contact regarding the premises.
The premises shall operate a clear glazing policy above 1 metre measured from the internal floor level, shall be kept at the premises so that staff can have an unobstructed view of the outside of the premises. The only exception to this policy shall be those notices required to be displayed by law or as a condition of this licence.
All staff whose responsibilities include the retail sale of alcohol shall receive training on induction at every six months thereafter on line with the National Licensees' certificate for Personal Licence Holders on: a) the prevention of underage sales of alcohol which will include : - Operation of the "Challenge 25" scheme; - types of acceptable ID; - method of recording challenges; - likely consequence of making an underage sale. b) refusing sales of alcohol to person who appear to be drunk; c) proxy sales; and d) the operation of the CCTV equipment.
Such training shall be recorded and these records shall, on request, be made available to any Police or community support officer or other authorised person upon demand. These records shall include the dates of the training and the training given.
All containers of alcohol shall be marked with a label identifying the premises and accompanied by a receipt showing the name and address of the premises.
No sale of alcohol shall be made unless the Designated Premises Supervisor or a Personal Licence holder is present on the premises in the retail area of the shop (which expression includes the areas accessible to the members of the public and area behind the counter).
The following alcoholic beverages shall be kept behind a staffed counter - Mixed alcoholic beverages under 10% a.b.v. - Beers and ciders over 5.5% a.b.v.; and - all spirits in bottles less than 70ml.
At regular intervals to empty any waste bins outside the shop and to clear up any rubbish deposited by their customers.
The CCTV system serving the premises shall a. be maintained fully operational and in good working order at all times; b. make and retain clear images that include the points of sale of alcohol and facial images of the purchasers of the alcohol; c. show an accurate date and time that the images were made; and d. all images shall be retained for a period of not less than 31 days.
The original, or a copy, of the CCTV images shall be provided upon demand to any Police officer, community support officer or authorised person of the Council.
