There shall be no grant of occasional licence except for functions or meetings organised for the benefit of East Anglian Railway Museum.There shall be no sale of intoxicating liquor otherwise than to those persons attending pre-booked meetings or functions to which admission is by invitation or ticket only with a limit of no more than 75 meetings or functions in any 12 months,.
The premises and area to be licensed are within a rural area and apart from the Beer and Cider Festivals, supply of alcohol is ancillary to any other event held and will not be the main activity of the Museum.,.
There has been no history of crime or disorder associated with any events at the Museum and there will be no change in any activities which may encourage this.,.
The Museum os heavily governed by various statutes including full Health and Safety compliance and regular inspection and fire regulations and no chnages are planned which would alter this situation. The Museum has a statutory responsibility and carries public liability insurance to the amount of £10,000,000.,.
Being in a rural area the majority of visitors attend by car or public transport, thus there is no street rowdiness and the premises are far enough away from residential reas to ensure there is no complaint from amplified music.,.
Children attend events only if accompanied by their parents or guardians or in school groups.,.
Apart from the Beer and Cider Festival supply of alcohol is ancillary to any other event held and will not be the main activity of the Museum.The provision of plays shall comprise dramatic performances in any of the museum buildings, including nativity plays by children.The provision of films shall comprise the occasional showing of films of educational or railway related subjects to visiting parties or as evening fund raising events, and the showing of Thomas the Tank Engine videos to accompany those events.The provision of live music shall comprise the provision of live music on special occasions for the entertainment of visitors to the Beer and Cider festivals, on occasions of private hire, and entertainment by groups of visiting Morris Dancers and carol singers and choirs.The provision of recorded music shall comprise recorded music on special occasions for the entertainment of visitors to the Beer and Cider Festivals, and for disco music on occasions of private hire.Performance to dance shall comprise the occasional visit of Morris Dancers and country dancers to Museum events.The provision of facilities for making music to cater for the possible hire of any of the premises for rehearsal or performance by any musical group, choral, orchestral or otherwise.The provision of facilities for dancing to cater for the private hire of the premises for parties or celebrations and for wartime re-creations.The supply of alcohol to be used only for special events such as the Annual Beer and Cider Festivals, and for the supply of a bar for private hire of any of the museum premises, and for the supply of seasonal refreshments (sherry, mulled wine or punch) to parents accompanying children to see Santa at Christmas. The sale of alcohol is, with the exception of the Beer and Cider Festivals, to be ancillary to any other event held and not the main activity of the Museum.There will be no adult entertainment or services on any part of the premises which may give rise to concern
No live or amplified music to be played in the open air (including temporary structures such as marquees and tents) other than for 5 events per year.A designated premises supervisor will assess the impact of any noisy activities on any noise sensitive premises at the start of the activity/entertainment and periodically throughout the activity/entertainment to ensure levels of noise have not increased. [Where appropriate a record shall be kept, for example in the event of complaints].No fireworks or other pyrotechnics shall be used other than for 5 events per year.A patrol will be made to include Station Road and Spring Gardens Road on mornings following the evenings of beer and cider festivals to pick up litter which may have been dropped by customers.Children attend events only if accompanied by their parents or guardians, or in school groups. In the event of accompanied children attending any special event at the museum when alcoholic liquor is on sale, then they are not allowed in the bar areas.No sales are permitted to persons under the age of 18 years, and in case of doubt, there is a policy of request of proof of identity before a sale is made. Posters advertising this fact are displayed for special events or at any private hire where a cash bar is in operation.,.
Where amplified live music takes place, the requirement for a noise limiter be specified in the terms of the hire agreement to ensure that no noise nuisance is caused to residents in the vicinity.,.
