General - all four licensing objectives
1. The premises is a garden centre and farm shop that sells groceries, plants and gardening sundries to the public. The farm shop sells a wide variety of fresh produce, including home grown vegetables as well as products supplied by small and local producers.
2. There is a large illuminated carpark located at the front of the site (adjacent to the B651) with outdoor sales areas/ walkways providing the route to the shop and checkouts which are located in the converted greenhouse and barn at the rear of the site. These areas shall be illuminated at all times during hours of darkness during our opening hours.
3. There is one entrance/exit doorway to the shop with the checkout counters located adjacent to the exit doors.
4. Alcoholic drinks will be displayed on shelving units within the dry goods area of the farm shop adjacent to the café entrance. The majority of alcoholic drinks will be ale and cider with a small selection of bottled wine and the emphasis being on local and small British producers.
5. All alcoholic drinks available for consumption off the premises will be stored in cupboards under the display shelves or on storage shelves located in the mezzanine storage area above the shop.
6. A coded door is located between the public and storage area. Alcoholic drinks for consumption on the premises within the café/ restaurant will kept in a display refrigerator behind the counter.
Prevention of Crime & Disorder
7. CCTV cameras will be located within the areas where alcoholic drinks will be displayed and consumed as well as the car park and entrance from the main road. All sales areas shall be monitored by CCTV cameras and stored in secure areas.
8. Staff will be vigilant when serving the public to ensure they are not intoxicated.
9. Consumption on site to be monitored and controlled with a zero policy on drunk or disorderly or anti-social behaviour.
10. Notices and leaflets promoting the safe use of alcohol will be visible and available adjacent to the areas where alcohol is located.
Public Safety
11. All walkways and outside areas are illuminated and clear of obstruction.
12. Fire prevention and fighting equipment will be present and maintained. Fire extinguishers will be maintained regularly and situated within a prominent location within the shop and café areas.
13. Emergency lighting is installed at all fire exits and escape routes. All fire exits and escape routes within the shop and café will be illuminated with 3-hour battery back-up and these exits remain unobstructed and free from trip hazards at all times.
14. The fire alarm system will be maintained by a specialist approved contracted and tested weekly and recorded in a logbook.
15. A notice detailing action to be taken in the event of a fire or other emergencies will be displayed within the shop area.
16. A first aid kit will be kept in the staff room (under the sink) and within the kitchen of the restaurant for use at all times.
17. A public liability insurance policy will be in place at all times and copy of the certificate will be made available for inspection by an authorised person at all times.
Prevention of Public Nuisance
18. Alcoholic drinks will be sold during daytime business hours within a controlled and monitored environment.
19. All deliveries will be conducted during the opening hours and all packaging and rubbish in connection with such deliveries will be stored in purpose made refuse bins that will be collected weekly by an authorised waste collection company.
20. Staff will ensure customers respect the needs and privacy of neighbours.
21. The café/restaurant will be open 09.00-17.00 Monday- Saturday, 09.30 - 16.30 Sundays and bank holidays.
Protection of children from harm
22. Staff will be trained and vigilant in making sure customers are over 18.
23. A challenge 25 scheme will be in operation (acceptance of passport or driving licenses only). Any person selling alcoholic drinks under the authority of a personal licence holder will ask for photo ID (driving licence, passport or approved age verification scheme) when they have reason to suspect the person is under the age of 25 years of age.
24. Notices will be clearly displayed reminding customers that it is illegal to sell or attempt to sell alcohol to persons under the age of 18.
