The premises shall have sufficient cameras located within the premises to cover all public areas including outside of the premises covering the entrance and exit. The system will be able to cope with all levels of illumination throughout the premises as well as outside areas. The CCTV system must be operating at all times whilst the premises are open for licensable activity. All equipment shall have a constant and accurate time and date generation. The recording system will be able to capture a minimum of 4 frames per second and all recorded footage must be securely retained for a minimum of 28 days. Records must be made on a weekly basis and kept for inspection to show that the system is functioning correctly and that data is being securely retained. The DPS or store manager must be able to demonstrate that the CCTV system has measures to prevent recordings being tampered with, i.e. password protected. The store manager or a member of staff trained in the operation of the CCTV system will provide images to the police within 24 hours of request when investigating allegations of offences or criminal activity. Any images recovered must be in a viewable format on either disc or VHS. Footage supplied in a digital format on CD or DVD will also have a copy of the CCTV system software enabled on the disc to allow playback. In the event of technical failure of the entire CCTV system the Premises Licence holder/DPS must report the failure to the Police Licensing Unit at Havant within 24 hours.
Between the hours of 2300 and 0500 there will be a minimum of two members of staff on duty. In the alternative, if there is only one member of staff on duty between 2300 and 0500 the entrance door to the shop will be closed to customers and any sales between these hours will be made through the night pay window. For the avoidance of doubt management and staff and those making bona-fide deliveries will be permitted access to the premises.
The premises Licence Holder will at all times maintain adequate levels of staff. Such staff levels will be disclosed, on request, to the Licensing Authority and the Police.
Adequate waste receptacles for use by customers shall be provided in and immediately outside the premises.
The premises licence holder will ensure that an age verification policy will apply to the premises whereby all cashiers will be trained to ask any customer attempting to purchase alcohol, who appears to be under the age of 21 years (or older if the licence holder so elects) to produce, before being sold alcohol, identification being a passport or photocard driving licence bearing a holographic mark or other form of identification bearing the customer's photograph, date of birth and the Proof of Age Standards Scheme (or similarly accredited scheme) hologram. The training will include recognising the signs and symptoms of drunk persons and the refusal of sale due to intoxication. All cashiers shall be trained to record refusals of sales of alcohol in a refusals register.
The register will contain: · details of the time and date the refusal was made; · the identity of the staff member refusing the sale; · details of the alcohol the person attempted to purchase.
This register will be available for inspection by a police officer or trading standards officer on request and will be monitored by the licence holder on a regular basis and at least once every two weeks.
All staff engaged or to be engaged in the sale of alcohol on the premises shall receive the following training in age restricted sales: · Induction training which must be completed prior to the sale of alcohol by the staff member. · Refresher/reinforcement training at intervals of no more than 6 months.
Training records will be kept at the premises for a minimum period of 12 months available for inspection by a police officer or trading standards officer on request. Age verification posters informing customers that a challenge 21 policy (or such older age as company policy dictates ) shall be displayed in prominent positions at the premises.
