GENERAL All staff involved in the sale of alcohol shall undertake staff training. Staff training shall be recorded and updated every 6 months. Training shall cover the requirements for ID as part of age verification, and other matters regarding the Licensing Act 2003, relevant to the staff members role in the premises CRIME AND DISORDER CCTV will be provided in the form of a recordable system, capable of providing pictures of evidential quality in all lighting conditions particularly facial recognition.
Cameras shall record all ingress and egress to the premises, fire exits and all areas where the sale and supply of alcohol occurs.
Equipment must be maintained in good working order, with recordings correctly time and date stamped. Recordings MUST be kept in date order, kept for a period of 31 days and handed to police or authorised officers on reasonable request.
The premises licence holder must always ensure a DPS, or appointed member of staff are on the premises and are capable and competent at downloading CCTV footage in a recordable format to the police and local authority on reasonable request.
The recording equipment and discs/tapes shall be kept in a secure environment under the control of the DPS or other responsible named individual.
An operational daily log report must be maintained and endorsed by signature, indicating the system has been checked and is compliant. In the event of any failures, any action taken is to be recorded.
In the event of technical failure of the CCTV equipment the premises licence holder or DPS must report the failure to the police licensing officer immediately. (licensing.west.division@kent.police.uk). The premises licence holder or designated premises supervisor must keep an incident register. Staff are to be trained to complete an incident book/records immediately after the incident but no later than the end of their shift. The register must be kept on the premises and will detail all incidents of crime and disorder and all refusals of the sale of alcohol. The register to include: o Day, date and time of incident o Nature of incident o Resolution o Each entry is to be checked and signed by the DPS/Licensee no later than 1 week after the entry has been made. The register must be made available to Police, Police Licensing Officers and authorised officers from the Local Authority either electronically or hard copy. PUBLIC SAFETY There shall be regular maintenance of firefighting equipment. All exit routes shall be kept clear. PREVENTION OF PUBLIC NUISANCE Signage shall be displayed in a prominent position on the premises requesting that customers leave quietly. PROTECTION OF CHILDREN FROM HARM A Challenge 25 scheme shall be operated, whereby any person who appears to be under the age of 25 years of age is required to produce on request an item which meets the mandatory age verification requirement and is either a: o Biometric Home Office photo ID o European National ID Card o MILITARY ID o Passport (UK or International) o Photo Driving Licence (UK or European) o Proof of Age Standards Scheme (PASS) card Where Home Office approved digital proof of identity or age assurance technology is in use, this condition applies only when confirming that a person is 18 years or older following a failure of that technology to do so.
