Licence conditions (31)

All outdoor Provision of Alcohol or Late Night Refreshment will cease from 23:00 hours. This also includes Deliveries
A new CCTV system with 12 cameras will be installed covering the front entrance, all other internal areas of the premises and external areas at the front and back of the premises. The recordings capability meets the minimum of 31 days and designated premises supervisor is able to provide footage (images or video) to Police or Council Officers, in useable form on request. This includes frontal identification of every person entering the premises in any light condition.
Prior to engaging in any sale of alcohol, all staff shall be trained and supervised by the DPS, in relation to the Licensing Act 2003. Training records shall be kept at the premises for inspection (for a minimum of 24 months) and refresher training shall be given to all staff at least every six months.
A refusal book will be maintained and details of refusals of sales will be entered and made available to the police and local authorities upon request. Details recorded will include time, date, staff member and reason for refusal.
Age verification policy (Challenge 25) will be in operations at all times (indoors or outdoors including deliveries) to prevent any underage sale of alcohol. Only acceptable proof of ID shall be accepted within these policies. This includes valid Passport, UK Photo Driving Licence, and Photo ID card with PASS Hologram.
DPS is aware of the responsibility for the retail of alcohol and will maintain written authorisation for all members of staff to sell alcohol.
An incident log will be maintained at the premises, and made available immediately upon request by an authorised officer of the Council or the Police, which will record the following: a. All crimes reported to the venue; b. all ejections of patrons; c. any incidents of disorder; d. any faults in the CCTV system; e. Any visit by a relevant authority or emergency services.
All required signage will be prominently displayed within the premises. This includes reminding customers: to keep the surrounding area of the premises litter free; to respect the privacy of local residents and businesses in the area when entering or leaving the premises; and CCTV is in operation for the purpose of crime prevention and public safety.
Sales for consumption of alcohol OFF the premises shall be supplied to customers placing an order for substantial take away meal/s. This shall be in sealed containers delivered by delivery staff or collected by customers. Bar staff & Delivery drivers will enforce Challenge 25 policy on delivery orders that includes alcohol.
Staff will also receive training on how to minimise the risk of fire, and to provide staff & public safety in case of fire emergency.
The management will ensure the outside frontage (pavement area) is kept clean at all times. This measure will be incorporated within daily cleaning schedule. Suitable receptacles will be provided to dispose of cigarette litter in the front of the premises.
The premises licence holder is committed to prevent any nuisance or antisocial behaviour arising out of its licensable activities. In doing so the premises licence holder will work with all responsible authorities where any issues are identified. A complaints procedure will be maintained in order that local residents have a means of contact if necessary.
Any person who shows signs of intoxication will be refused entry to the licensed premises.
All deliveries and waste collections to/from the premises will take place during normal business hours from 09:00 to 18:00 to avoid any disturbance to the nearby residents or businesses.
The management will keep and provide contact details of licensed taxi service operators on request to facilitate customer's onward journey.
All staff will undergo 'safe guarding' training to ensure that they are aware of the signs of any situations that may cause harm to children while on the premises, such as drug dealing/taking or sexual exploitation.
Under 18's shall only be permitted on the premises when having seated table meal with supervising adult(s) and must leave when the adult(s) leave.
NO 18TH BIRTHDAY CELEBRATION booking will be taken or accepted unless it is organised under the following Terms & Conditions: a. Booking is made and organised by parents as a family & friends celebration. b. It is inclusive of a substantial table meal /drink service. c. Underage alcohol order (beer/wine/cider) is by a responsible adult and is recorded by staff as a "Proxy Sale".
No person under the age of 18 shall be permitted on the premises after 23:00 hours.
Under 21 shall only be permitted to remain on the premises after 23:00 hours if they have consumed a seated table meal before this time and they wish to enjoy the rest of the evening until closing time. There shall be no new entry for under 21 after 23:00 hours.
Entry into the premises shall be refused to everyone after midnight (24:00 hours) when the premises are open beyond this time.
A minimum of TWO licensed SIA staff shall be present on the premises on every Friday & Saturday, and on New Year Eve and Christmas Eve.
SIA logs shall be maintained to record full details of SIA on duty and any incidents that they deal with. The logs shall be verified by the DPS, retained for 12 months, and made available for inspection by a police officer or authorised officer.
A Personal Licence Holder shall be on duty after 22:00 hours on Friday & Saturday and on Christmas Eve and New Year Eve.
To prevent noise nuisance, management shall ensure the music is played and kept at a level so it can only be heard within the premises.
Amplified music shall not be played at a level that will cause unreasonable disturbance to the occupants of any other properties in the vicinity.
There shall be a Venue Hire Booking System in place for celebration of private functions. The arrangements for hire must take into consideration the Operating Schedule Conditions within the Premises Licence granted to Whyteleafe Grill & Bar by Tandridge District Council.
Premises Licence Holder shall conduct a Risk Assessment when the venue space is hired for private functions. They must be retained for a period of 12 months and made available for inspection by a police officer or authorised officer.
The manager, licence holder or other competent person shall carry out observations outside the premises on at least hourly intervals when music is being played in order to establish if there is a noise breakout from the premises. If the observation reveals noise breakout at a level likely to cause disturbance to the occupants of properties in the vicinity, then the volume of the music shall be reduced to a level that would not cause disturbance. A record of such observations shall be kept in a book for that purpose, such book shall be completed immediately after the observation detailing the time, location and duration of the observations, the finding of the observation and any action taken to reduce noise breakout. Such book to be made available upon request to an authorised officer of the Licensing Authority, Environmental Health, or the Police.
Signage shall be displayed to ensure any person found in possession, or using or distributing any type of drug will be banned from the premises and reported to the Police.
All alcoholic drinks are displayed behind the Bar area. They will be served in open containers either by: - waiter service to those that are seated and having substantial table meals, or bar staff to those ordering and paying directly at the bar either when any part of venue is hired for private function or when those customers remain or permitted on the premises after 23:00 hours until closing time.
