Annex 2 - Conditions consistent with the operating schedule
a) General - all four licensing objectives
1. The Licence holder shall work with the Council, Licensing Officers and Police Officers to play their part in the local community, including in the city's night-time economy, by providing a lively but safe, healthy and inclusive environment where people can meet, drink, watch sport, listen to music and enjoy life.
2. All staff shall be trained to be aware of their responsibilities in respect of the licensing objectives.
3. When the supplementary bar shown on the plan attached to this licence is closed, all drinks stored at that bar shall be locked away behind cages or closed doors.
b) The prevention of crime and disorder
1. Staff shall be trained to ensure people who are underage cannot buy (or have bought for them) alcoholic drinks.
2. People who exhibit anti-social behaviour shall be required to amend their behaviour or leave the premises.

1. Noise or vibration must not emanate from the premises so as to cause a nuisance to nearby properties. Windows and doors, save for exit and entrance purposes, will be kept shut when amplified music entertainment is taking place.
e) The protection of children from harm
1. Anyone who looks under 18 shall be required to provide ID if they wish to purchase (or have purchased for them) alcohol.
Annex 3
The Prevention of Crime and Disorder:
1. Active representation and participation at Pubwatch
2. Door supervisors will be employed at the premises on Fridays, Saturdays and Sundays. The Premises Licence holder will assess the numbers and starting times of the door supervisors by way of risk assessment.
3. The Premises Licence Holder and the Designated Premises Supervisor shall ensure that the premises are equipped with a digital closed circuit television system in consultation with Hertfordshire Constabulary. All entry and exit points will be covered to enable frontal identification of every person entering the premises in any light condition. The CCTV system shall continuously record whilst the premises is open for licensable activities and during times when customers remain on the premises. All recordings shall be stored for a minimum period of 31 days with date and time stamping. Recordings shall be made available immediately upon the request of Police or authorised officer throughout the preceding 31 day period. A staff member from the premises who is knowledgeable with the operation of the CCTV system shall be on the premises at all times when the premises are open to the public. This staff member must be able to show a Police or authorised office recent data or footage with absolute minimum of delay when requested.
4. An incident log book shall be kept on the premises and made available on request to an authorised officer of the Council or Police which will record the following:-
a. Any incidents of disorder
b. Any seizures of drugs or offensive weapons
c. Any ejections of patrons
Conditions attached after hearing by Central Herts Appeals Panel (11/05/06):
" Prominent, clear and legible notices are to be displayed at all exits requesting the public to respect the needs of local residents and to leave the premises and the area quietly.
Conditions attached after a review hearing by Licensing Sub Committee (15/01/2016):
1. Remove the exemption under S177A Licensing Act 2003 so that conditions will be applied to live music at all times.
2. The manager/ DPS will regularly monitor regulated entertainment (when provided), throughout its duration, on at least a 30 minute basis and will record in writing the outcome of these checks and any action taken. Locations for the checks will be as set out on the PDF map attached highlighting the 3 locations in pink. The volume of the music is to be reduced if, when undertaking the checks, the lyrics to any song can be clearly identified or if the bass is any more than faintly audible.
3. Windows and doors save for exit and entrance purposes, will be kept shut when live or recorded music is taking place, and in any case after 23:00 hours.
4. Either temporary or permanent window soundproofing to be installed at all windows in the room where regulated entertainment is taking place at the premises.
5. Speakers providing regulated entertainment will not be placed within 1 meter of any external windows that have not otherwise been fitted with either permanent or temporary soundproofing or otherwise double glazed.
6. A suitable and conspicuous notice to be displayed advising the residents of forthcoming live music events. The notice to be displayed at least 24 hours before the event.
7. The manager / DPS to provide a telephone number that will be answered during live music events.
