Licence conditions (7)
- The management committee does its utmost to ensure that hirers of the hall realise their responsibility both to the premises, the persons attending and the surroundding neighbourhood. They are made aware of the licensing law if they require a bar; the number of attendants required per function; that the hirer must be over the age of 21; how to contact the caretaker/manager should a problem occur.,.
- Hirers sign a declaration that they have read and understand the terms and conditions of hire which clearly set out that the organiser is totally responsible for the behaviour of those attending a function and the number of persons in charge; most hirers are from the local community and therefore keen to uphold the rules. Children are supervised by their parents. Hirers are asked not to gather outside the premises and thus cause nuisance to neighbours. We pay strict attention to the type of hire particularly where there is to be a bar and do not envisage using door supervisors, if that was felt necessary the committee would be unlikely to approve a booking. The caretaking staff make regular spot checks to ensure the conditions are adhered to.,.
- Regular risk assessments are undertaken by staff and committee members. Maximum attendance numbers are specified according to the type of function. Hirers must be over 21 years of age and are instructed on the recommended number of attendance per 100 persons attending the function. Additional attendants are required if the audience is largely children and/or if many people with disabilities are present. All electrics, appliances, heating and fire equipment is checked annually by registered persons, with regular checks being made by the caretaker. All fire exits are clearly marked and hirers are issued with intructions for safety and fire upon booking and must sign a declaration that they read and agree with all conditions of hire.,.
- Hirers are made aware of the need to keep noise to a minimum. Persons attending functions are asked not to congregate outside the building. We try to take a common sense approach where music is concerned, particularly live music which can be very loud. Should a situation arise when the music annoys the neighbours then the caretaker is sure to be informed and summoned to the premises to bring some pressure to bear on the perpetrators. This is a very rare occurence in our experience. Most of the persons at an event will wish to attend the hall again so would not wish to be banned from doing so.,.
- We specify the number of adults to children/teenagers at a function. Hirers have to sign when booking that there will be the required number of adults present. Caretaking staff also keep a check that the adults remain present throughout the function. As stated in N we have never allowed bookings which were of an obvious adult nature. Most children attend functions with their parents of under the supervision of a youth leader or some other responsible adult. We feel that we can rely on the judgement of parents to decide which events in the fall are most appropriate for their children and at what time they should be collected. We will try to act as good citizens and are bound by other legislation to ensure that any adult who looks after children on the premises is a suitable person to do so.,.
