Annex 3 – Conditions attached after a hearing by the licensing authority General - all four licensing objectives 1. A personal licence holder to be on the premises at all times after midnight while alcohol is being supplied.
The Prevention of Crime and Disorder 1. The licence holder will ensure membership of the St Albans Businesses Against Crime (whilst it is active), this will include the use of town link radio. 2. A record shall be kept detailing all refused sales of alcohol, a separate record must be maintained at the mobile bar or any other erected bar in the outside area. The records should include the date and time of the refused sale and the name of the member of staff who refused the sale. The records shall be kept on the premises and produced to either a Police Officer or an officer of any other Responsible Authority at all times whilst the premises are open 3. An incident log shall be maintained at the premises and details of all known incidents recorded within the log. The log shall be kept on the premises and produced to either a Police Officer or an officer of any other Responsible Authority at all times whilst the premises are open 4. Customers will not be permitted to remove from the premises any alcoholic drinks supplied by the premises in open containers, unless to an external drinking area set aside for consumption. 5. A Challenge 21 proof of age scheme shall be operated at the premises where the only acceptable forms of identification are recognised photographic identification cards, such as a driving licence, passport or proof of age card with the PASS Hologram
The Prevention of Public Nuisance 1. Outside area to be closed by 23.00 hours 2. All windows and doors to be closed by 23.00 hours 3. Notices shall be prominently displayed at all public exits and in the external area, requesting customers to respect the needs of local residents and leave the premises and area quietly. 4. Refuse, such as bottles, shall not be placed into receptacles outside the premises between 22:00hrs and 08:00hrs the following day. 5. After the outside area is closed at 23:00hrs, customers will still be permitted to leave the premises to smoke, but only outside the front of the premises. No drinks shall be permitted to be taken into any external area after 23:00hrs. 6. When regulated entertainment is taking place, in the form of live and recorded music, all windows and doors shall be kept closed, except in the event of an emergency and for the purpose on ingress and egress. 7. No sale of alcohol in the outside area after 22.00 hours on Sunday to Thursday.
